<br /> <br /> Ensuring a connection with the schools, access to personal enrichment programs, and local sport <br />team identification. <br /> Creating traffic calm environments that are walkable and bikeable with connections to high <br />quality public spaces including parks, public art, and City entrance monument signage. <br /> Creating better physical connections to local business through high quality public infrastructure <br />such as roads, trails, landscaping, lighting, etc. <br /> Provide local support and visibility for reoccurring public events, like Stockyard Days, a <br />farmer’s market, and sporting events and providing ways for local business to be engaged in <br />these events. <br /> <br />Gundlach stated as discussed in previous meetings, building and/or creating a Sense of Place isn’t <br />something that happens overnight. Rather, the City must support smaller incremental projects through <br />public and private partnerships that over time build a Sense of Place. As such, support for the above <br />noted principals should help commissions and the Council make more informed decisions. Staff <br />suggests the Commission review these principals one last time to ensure they encompass all previous <br />thoughts and discussion. These principals have been inserted into the Council’s Economic Development <br />Strategic Priority (attached), and should be advanced via Resolution to the City Council for acceptance. <br />Additionally, this information will be included in the Economic Development section of the <br />Comprehensive Plan that will begin an update process later this year. <br /> <br />Commissioner Benke discussed how the economy was impacted in 2008 and how it has been recovering <br />over the past eight years. He explained how property values have been impacted in the State of <br />Minnesota. He then discussed the City’s measurable tax capacity. <br /> <br />Gundlach stated she would like to have Ehlers attend the October EDC meeting in order to review the <br />New Brighton Exchange dashboard and to provide a summary on the financial management plan. <br /> <br />Commissioner Garcia-Perez suggested the public be asked how they would define sense of place in the <br />next Community Survey. <br /> <br />Chair Zisla believed this made a lot of sense. <br /> <br />Gundlach stated she would speak with the City Manager regarding the EDC’s interest in gaining input <br />from the community regarding sense of place. <br /> <br />Commissioner Peck requested action steps be drafted for the sense of place items in order to assist the <br />EDC in communicating their goals and objectives to the City Council. Gundlach supported this <br />suggestion and explained how the Council made decisions based on how items fit into the City’s <br />strategic plan. She believed it would be important for the EDC to have a section within the upcoming <br />Comprehensive Plan. <br /> <br />Further discussion ensued regarding the EDC’s sense of place plan. <br /> <br />Gundlach commented on the long term importance of this document and anticipated it would be <br />forwarded onto the City Council in early 2017. <br /> <br />Mayor Johnson agreed that this would be a valuable document for the Council to review. <br /> <br />There was consensus among the EDC to move this document forward.
