Building Height <br />Section 4-040 (2) states that no structure or building shall exceed 2 ½ stories or 30 feet in height <br />in the R – 1 zoning district. The proposed DCS is 16 feet in total height. The plant expansion <br />will likely be slightly lower than the existing plant, for an anticipated height of 22 feet. Both the <br />DCS and plant expansion will meet the 30 feet building height maximum. <br /> <br />Structural Coverage/Floor Area Ratio <br />Section 4-040(5) outlines a structural coverage maximum of 30% of the lot area in the R – 1 <br />district. Additionally, the special use provision provides for a maximum floor area ratio that is <br />more typical for commercial or industrial uses. All structures on the property are one-level, <br />providing for the following identical structural coverage and floor area ratio considerations: <br /> <br />Section 4-030(2) Allowed (maximum) Existing Proposed <br />Floor Area Ratio 0.35 0.16 0.20* <br />Structural 30% 16% 20% <br />*staff included the footprint of the high service water tower and ground storage tank in this <br />calculation. <br /> <br />Parking <br />Chapter 11 of the Zoning Code regulates required parking, however “Water Treatment Plant” <br />isn’t a ratio provided for in the code. Zoning Code Section 11-040(4) allows for the Council to <br />approve parking needs when the code doesn’t provide an applicable parking ratio. <br /> <br />Very little parking is needed for day-to-day operations at the plant. This isn’t expected to change <br />with construction of the DCS and plant expansion. The existing surface parking areas will <br />remain and be sufficient with the proposed improvements. If needed, there is on-street parking <br />availability. <br /> <br />Landscaping <br />As noted in Community Assets & Development Director Craig Schlichting’s narrative, a final <br />Landscape Plan has not been completed yet. It is the intent of staff to provide a landscape plan <br />consistent with the landscaping standards of Section 8-010(2). This would include: <br /> One canopy tree for every 1,000 SF of added building area, or 9 trees. Distribution <br />requirements of canopy vs ornamental, deciduous vs coniferous, and single species <br />limitations will be met. <br /> One shrub for every 300 SF of added building area, or 28 shrubs. <br /> <br />A final Landscaping Plan approval will be subject to the Planning Director and City Forester <br />review. <br /> <br />Exterior Materials <br />It is intended for both the proposed DCS building and plant expansion to match and/or <br />compliment the architectural styling of existing WTP1. That being said, the DCS building will <br />likely include additional elements of steel panels, stone, and/or wood and skylights. These <br />features are depicted in the conceptual elevations and perspectives attached. <br /> <br />Zoning Code Section 6-390 states that the exterior treatment on the street side of the structure <br />shall be “brick, stone, tilt-up slabs, architectural metal panels, decorative block, or the
