This material is <br />in compliance with this section. <br /> <br />Interdepartmental Comments <br />Public Safety, Parks, and Community Assets & Development staff reviewed the proposed plans <br />and offered no additional comments. Community Assets & Development staff will be working <br />to prepare Grading and Utility Plans, which will be included in the final plans and specifications <br />sent to Council for approval. <br /> <br />To conclude, staff finds all Site Plan criteria have been met and would recommend approval. <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />Zoning Code Section 4-030(2) states that service structures, including deep wells, elevated tanks <br />and similar structures and uses are specially permitted uses. This section goes on to state that <br />“floor area ratios of up to 0.35 for services structures may be authorized by special use permit.” <br />As outlined in the Floor Area Ratio item above the proposed F.A.R. is approximately 20%, well <br />within the maximum allowed. <br /> <br />All special use permits must be considered against the general health, safety, and welfare <br />standards of Zoning Code Section 8-130. Analyses of these criteria are below with staff <br />responses in italics: <br /> <br />(1) That the establishment, maintenance, or operations of the special use will not be detrimental <br />to or endanger the public health, safety, morals, comfort or general welfare. <br /> <br />Staff finds this criterion is met. The proposed special use is vital to maintaining safe drinking <br />water throughout the City. The proposed DCS building, plant expansion, and associated utility, <br />storm water, and landscaping improvements will positively impact the public health, safety, <br />morals, comfort, and general welfare of the community. <br /> <br />(2) That the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, nor substantially diminish and impair <br />property values within the neighborhood. <br /> <br />Staff finds this criterion is met. The proposed DCS building, plant expansion, and associated <br />utility, storm water, and landscaping improvements will be consistent with the existing land use <br />on the property. The improvements are being designed at a slightly higher architectural level (at <br />least with the DCS building) as there will be educational elements incorporated into the <br />management/treatment of surface water run-off. The City takes great pride in maintaining our <br />drinking water system and this will be reflected in the overall project aesthetics, not diminishing <br />or impairing property values in the neighborhood. <br /> <br />(3) That the establishment of the special use will not impede the normal and orderly development <br />and improvement of the surrounding property for uses permitted in the district. <br /> <br />Staff finds this criterion is met. The surrounding area is nearly fully developed. Additionally, <br />there are compatible uses nearby, with a City park to the east and Minneapolis Water Works <br />property to the west and south. The additional DCS building, plant expansion, and associated <br />improvements will not impede normal or orderly development or improvement of these
