The improvements will be consistent with existing land uses on the <br />property, including two tanks and the existing WTP1. <br /> <br />(4) That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br /> <br />Staff finds this criterion is met. The final plans will include utilities and drainage facilities <br />necessary to accommodate the new DCS building and plant expansion. No additional access <br />roads will be needed to support the use. <br /> <br />(5) That the special use shall in all other respects conform to the applicable regulations of the <br />district in which it is located. <br /> <br />This criterion is met, as outlined in the preceding Site Plan analyses section of this report. <br /> <br />To conclude, staff finds all special use standards have been met and would recommend <br />approval. <br /> <br />STAFF RECOMMENDATION <br />Hold the public hearing. <br /> <br />Recommend the City Council approve the request, subject to the following conditions: <br />1. Final plans are submitted to the City Council for approval. <br />2.
