SITE CHARACTERISTICS <br />Location: 2425 Long Lake Road <br />Lot Size: Approximately 36 acres <br />Topography: Varies <br />Comprehensive Plan Designation: Public/Quasi-Public & Low Density Residential <br />Zoning: R-1, Single Family Residential <br />Surrounding Land Uses: <br /> North: Low Density Residential <br /> South: Low Density Residential <br /> East: Long Lake Regional Park/Rice Creek <br /> West: Low Density Residential <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />All Special Use Permits must be reviewed against Zoning Code Section 8-130. Staff has prepared <br />responses to the conditions noted in this section, which states that no special use shall be recommended <br />by the Planning Commission unless such shall find: <br /> <br />a. That the establishment, maintenance, or operations of the special use will not be detrimental <br />to or endanger the public health, safety, morals, comfort of the general public. <br /> <br /> Staff finds the replacement scoreboards will not be detrimental to the general public. The <br />new scoreboards will be taller and larger, but aesthetically they will be an improvement. <br />Additionally, there will be few occurrences where the boards will be lit as night being the <br />fields are not lit. Nor will the boards be equipped with audio. For these reasons, the boards <br />should not provide any additional disturbance to the general public. <br /> <br />b. That the special use will not be injurious to the use and enjoyment of other property in the <br />immediate vicinity for the purposes already permitted, nor substantially diminish and impair <br />property values within the neighborhood. <br /> <br /> Staff finds the proposed scoreboards will not be injurious to the use or enjoyment of <br />surrounding property. The nearest residential home is 500-600 feet away, with neither <br />scoreboard directly faces any homes. <br /> <br />c. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the district. <br /> <br /> Staff finds this condition is met as the proposed scoreboards will not have any impact on <br />surrounding development. While the scoreboards are significantly larger at 325 SF (where <br />112 SF and 48 SF currently exist), and taller, the overall impact is negligible considering <br />they are only in use during sporting events that bring hundreds of spectators to the site, <br />causing other disturbances. Lastly, the scoreboards will be located in the northeast corner <br />of the site, farthest away from any existing development. <br /> <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />
