6 <br />Officers. The meeting was coordinated by the MN Office of Traffic Safety. New <br />Brighton is one of only 12 Agencies statewide who have received this grant. <br /> <br /> <br />Mounds View Police hosted the TZD Hi-Viz DWI Saturation on Saturday, December <br />12, 2015, from 7 P.M. to 3 A.M. Nine overtime funded officers and eight reserve officers <br />focused their efforts on Co Hwy 10, Hwy 35W and Hwy 10 that yielded the following: <br />· 122 stops <br />· 5 people arrested & taken to jail <br />· 4 DWI arrests <br />· 7 drivers cited for DAR or DAS <br />· 4 vehicles towed <br /> <br />On December 16th at about 10:05 pm Officer Craig observed a 2002 Chevy Silverado <br />westbound on Cty Rd H west of Old Hwy 8 NW. The Chevy crossed the white fog line <br />and double yellow middle line along with other lane violations as it continued westbound. <br />Officer Craig initiated a traffic stop on Cty Rd H at about Knollwood Drive and <br />identified the driver as Koreen Simon, 65 years of age from Mounds View. Ms. Simon <br />appeared to be under the influence of alcoholic beverages with a strong smell of alcohol <br />and red, watery eyes. Ms. Simon reported that she had consumed four drinks. Ms. <br />Simon failed field sobriety tests and later tested at a .16 alcohol content. Due to the high <br />test, she was booked at the Ramsey County Law Enforcement Center on the enhanced <br />charges of DUI in the 3rd degree. CN 15017060. <br /> <br />On December 19th at about 12:09 a.m. Officer Wakasugi observed a 2005 Toyota Scion <br />parked nearly touching a light pole on 10th St NW at Silver Lake Rd. The Toyota <br />appeared to have damage to the driver’s side tire. As Officer Wakasugi approached the <br />Toyota began to drive away. Officer Wakasugi initiated a traffic stop and identified the <br />driver as Senghor Shinwen, 27 years of age from New Brighton. Officer Wakasugi noted <br />that the damage to the driver’s side was recent. The driver did not know what he had hit. <br />The driver’s side tire was almost completely gone and the driver was operating the <br />vehicle on the rim. Officer Voeller, who was working a Traffic Safety initiative, arrived <br />to conduct field sobriety tests on Mr. Shinwen, who appeared to be under the influence. <br />Mr. Shinwen stated that he had consumed “a couple of shots of vodka”. A preliminary <br />breath test resulted in a .241 result. Mr. Shinwen later refused to give an adequate
