Due to a previous conviction on October 15th, 2015 and <br />the refusal, Mr. Shinwen was booked on the enhanced charges of DUI in the 2nd Degree, <br />a gross misdemeanor. CN 15017172. <br /> <br />On December 19th at about 9:46 a.m. Officer Farmer was on patrol when he observed a <br />vehicle with dark, illegal tinting on the windows. Officer Farmer stopped the vehicle, a <br />2001 Honda Accord, on Hwy 96 at I 35W and identified the driver as Jon Moore, 45 <br />years of age from Coon Rapids. Mr. Moore appeared to be under the influence of a <br />controlled substance as he had difficulty answering questions and his eyes moved <br />erratically. Officer Farmer, who is trained as a Drug Recognition Expert, conducted <br />field sobriety tests which Mr. Moore failed. During a search a straw commonly used for <br />use of controlled substances was located on Mr. Moore. He denied using a controlled <br />substance. The straw tested positive for presence of methamphetamine. A urine sample <br />was obtained. Due to previous history, Mr. Moore was booked on DUI in the 3rd degree, <br />a gross misdemeanor. CN 15017185. <br /> <br />On December 20th at about 1:44 a.m. Officer Riedel stopped a 2002 Acura that was <br />traveling at a high rate of speed on Rice Creek Rd and committed several traffic <br />violations. Officer Riedel stopped the vehicle near Silver Lake Rd at Eastman Drive and <br />identified the driver as Pheng Yang, 20 years of age from Mounds View. Mr. Yang <br />smelled strongly of alcoholic beverages and had bloodshot, watery eyes. Mr. Yang <br />stated that he “had a few beers”. Mr. Yang failed field sobriety test and admitted further <br />that he had consumed at least five beers. He agreed to a breath test with a result of .21. <br />Due to the very high test, Mr. Yang was booked at the Ramsey County Law Enforcement <br />Center on DUI in the 3rd degree, a gross misdemeanor. CN 1501721. <br /> <br />On December 21st at about 10:23 pm Officer Farmer responded to a report of a hit and <br />run in the area of Old Hwy 8 SW and Foss Rd. Officer Farmer spoke to the victim who <br />stated that she had been struck by a suspect vehicle that fled the scene. A witness had <br />observed the hit and run and supplied a description and license number. Officer Farmer <br />located the suspect vehicle, a 1997 BMW, in the parking lot of Estes Trucking at 400 1st <br />St SW. The suspect vehicle had a fluid trail and significant front end damage. Officer <br />Farmer located the driver/suspect at the trucking company and she was identified as <br />Joana Ryan, 27 years of age from Inver Grove Heights. She stated that she didn’t want to <br />stop because she was running late for work. Officer Farmer could detect a strong odor of <br />alcohol from the driver and she appeared to be intoxicated. Officer B.J. DeBoer <br />responded to the area to assist and had the driver perform field sobriety tests. She failed <br />and was placed under arrest. She admitted to consuming four shots of vodka earlier. <br />Ms. Ryan did agree to a breath test which resulted in a .25 blood alcohol content. Due to <br />the high test, Ms. Ryan was booked on DUI in the 3rd degree, a gross misdemeanor. CN <br />15017298. <br /> <br />Maplewood Police hosted the TZD Hi-Viz DWI Saturation on Saturday, December <br />26, 2015, from 7 P.M. to 3 A.M. Twelve overtime funded officers and four reserve <br />officers focused their efforts in Maplewood that yielded the following: <br />· 164 traffic stops <br />· 10 people arrested & taken to jail <br />· 8 DWI arrests <br />· 12 drivers cited for DAR or DAS
