7 <br />On May 14th at approximately 6:20pm DWI Officer Farmer conducted routine checks of <br />a vehicle and determined the registered owner had a suspended driver’s license. Officer <br />Farmer stopped the vehicle after is also failed to stop for a stop sign. While speaking <br />with the driver Officer Farmer noted the driver had a “far off” look and was slow to <br />answer questions. Farmer also noted an odor consistent with marijuana in the vehicle. <br />During a search of the vehicle Officer Farmer located drug paraphernalia, marijuana, <br />pills, and heroin. The driver did not properly perform field sobriety tests and was taken <br />in to custody for DWI-Drugs and Felony Possession of Narcotics. The suspect was <br />booked at the Ramsey County Law Enforcement Center for the listed charges. 16006263 <br /> <br />On May 26th at 10:51am Sergeant Singer and Sergeant Nelson were dispatched to 806 <br />West County Road D for a report of a vehicle which struck two cars in lot and the driver <br />reported to be drunk. Officers located his apartment and knocked on his door and he <br />eventually answered it. The driver, identified as, Curtis Richard Normandin 08/26/1982, <br />and was very intoxicated. Officers determined he had struck the vehicles in the parking <br />lot and returned to his apartment. While attempting to take him in to custody for DWI, <br />Normandin physically resisted officers and was eventually taken in to custody and <br />transported to the Public Safety Center. Upon arrival at the Public Safety Center <br />Normandin was advised of his Implied Consent Advisory and eventually refused all <br />evidentiary tests. With one prior DWI violation he was booked for gross misdemeanor <br />DWI test refusal. A notice of seizure and intent to forfeit a vehicle was served to him and <br />he was transported to the Ramsey County Law Enforcement Center and booked for <br />multiple charges. <br /> <br />On May 30th at approximately 8:37pm Officers were clearing a reported large fight at <br />Long Lake Park when Officer Farmer observed a male who he had just spoken with and <br />observed he was intoxicated driving out of the park. Officer Farmer stopped the vehicle <br />and spoke with the driver, Francis Yang 01/6/1982, who was obviously intoxicated. <br />While speaking with him Officer Farmer observed three small children in the back seat. <br />The driver was asked to exit the vehicle and failed to adequately perform field sobriety <br />tests and subsequently provided a preliminary breath test indicating an alcohol <br />concentration of .114. Yang was taken in to custody for DWI and after being read the <br />Implied Consent advisory he refused to provide an evidentiary breath test. Due to the <br />presence of the children in the vehicle and the test refusal, Yang served with a Notice of <br />Intent to Forfeit his vehicle and was booked at the Ramsey County Law Enforcement <br />Center for 2nd Degree DWI Refusal and Child Endangerment. 16007112 <br /> <br />On May 19th at 8:39pm Officer Farmer was on routine patrol searching for impaired <br />drivers and observed a vehicle in his rearview mirror improperly complete a turn. Officer <br />Farmer stopped the vehicle in the area of Old Highway 8 SW and West County Road D <br />and went to speak with the driver, identified as, Nathan Michael Hawkins (12/18/83). <br />While speaking with Hawkins Officer Farmer determined he had been drinking and he <br />admitted to drinking “three beers”. Hawkins failed to properly perform field sobriety <br />testing and provided a preliminary breath test sample indicating an alcohol concentration <br />of .091. Hawkins was taken in to custody for DWI and transported to the Public Safety <br />Center. Upon arrival Hawkins agreed to provide an evidentiary test which indicated an <br />alcohol concentration of .08. Due a previous alcohol violation Hawkins was transported <br />to the Ramsey County Law Enforcement Center and booked for Gross Misdemeanor 3rd <br />Degree DWI. 16006529
