8 <br /> <br />On May 29th at approximately 9:13pm Officer Farmer observed a vehicle traveling in the <br />area of Silver Lake Road and 14th Street NW commit several moving violations and had <br />several equipment violations. Officer Farmer stopped the vehicle and spoke with the <br />driver, identified as Kenneth Uko ( 3/27/84), and determined Uko had been drinking. <br />Uko was asked to performed field sobriety tests and failed to properly perform them. He <br />provided a preliminary breath test sample indicating an alcohol concentration of .13. <br />Uko was transported to the Public Safety Center and after being read the Implied Consent <br />Advisory he refused to provide an evidentiary breath test. Uko was booked at the <br />Ramsey County Law Enforcement Center for 3rd Degree DWI-Refusal. 16007050 <br /> <br />On May 9th at 10:50am officers were dispatched to the area of Silver Lake Road and <br />Rice Creek Road for a report of a vehicle driving erratically. Officers arrived in the area <br />and Officer B. DeBoer located the vehicle and observed it fail to stop for a stop sign and <br />travel at approximately 20mph. The vehicle turned south on Long Lake Road and was <br />traveling in the wrong lane of travel. Officer B. DeBoer caught up with the vehicle and <br />eventually was able to stop. Officer B. DeBoer spoke with the driver, identified as <br />Richard Wiggins (05-06-1950), and determined he was obviously impaired. During the <br />course of the investigation Officer B. DeBoer determined the driver had recently taken <br />Ambien. A search warrant was completed and a blood draw was performed to be <br />submitted to the Minnesota Bureau of Criminal Apprehension for analysis. Wiggins was <br />booked at the Ramsey County Law Enforcement Center for DWI-Drugs. 16006010 <br /> <br />IV.
