7 <br />On August 6th at approximately 11:43pm Officer B.J. DeBoer observed a motorcycle <br />traveling at a high rate of speed with no tail lights. Officer B.J. DeBoer activated the <br />emergency lights and the motorcycle immediately fled. Officer DeBoer pursued the <br />motorcycle for a short duration and the pursuit was terminated for safety reasons. <br />16010326 <br /> <br />On August 20th at approximately 2:10am while conducting DWI enforcement Officer <br />Farmer observed a vehicle in the area of West County Road E and Silver Lake Road <br />commit several lane violations. Officer Farmer stopped the vehicle and spoke with the <br />driver, identified as Patricia Ann Johnson (10/02/64), and determined she was impaired <br />and admitted to smoking methamphetamine. She failed field sobriety testing and was <br />taken in to custody for DWI. During the course of a search incident to arrest suspected <br />methamphetamine was located which she later admitted was hers. A DWI blood draw <br />warrant was completed, a sample obtained, and she was booked at the Ramsey County <br />Jail for DWI and felony possession of narcotics. 16010867 <br /> <br />On August 15th at approximately 9:42pm Officer Farmer observed a vehicle with an <br />equipment violation traveling in the area of Old Highway 8 NW and Mounds Avenue and <br />stopped the vehicle. As driver, identified as Ahmud Quadir Carrington (08/09/97), <br />reached for his driver’s license, drug paraphernalia was observed in plain view. During <br />the course of a search of the vehicle Officer Farmer located over 50grams of suspected <br />marijuana and the driver did not have a valid driver’s license. The driver was arrested for <br />felony possession of marijuana, the vehicle towed and held for forfeiture and $250 cash <br />in driver's pocket held for forfeiture. 16010692 <br /> <br />On August 16th at approximately 5:57pm while on DWI enforcement patrol in the area of <br />Old Hwy 8 NW and Highway 96 Officer Farmer observed a vehicle with a windshield <br />obstruction. Officer stopped the vehicle in a heavy rain storm and spoke with the driver, <br />identified as Scot Andrew Herd (04/01/73). Officer Farmer noted the driver appeared <br />nervous and high strung and later determined he had a revoked driver’s license. During <br />the course of an inventory search of the vehicle a hypodermic syringe was located in <br />passenger's belongings and both parties admitted to being methamphetamine users. The <br />female passenger, Melissa Ann Nelson (11/09/89), had a misdemeanor warrant out of <br />Scott County and was booked on the outstanding warrant. The driver failed field sobriety <br />testing and admitted to recent methamphetamine use. A search warrant was written and <br />signed for blood draw. The driver was charged with 4th Degree DWI and transported to <br />Regions Hospital due to a complaint of a headache. 16010719 <br /> <br />On August 31st at approximately 9:35pm Officer Amberg and Kostohryz observed a <br />vehicle in the arear of Innsbruck Drive and Innsbruck Trail that had several equipment <br />violations. While officers were speaking with the driver they determined the passenger <br />was in possession of alcohol and under 21. The passenger, Kyler Reese Halestad 2-21- <br />1994, took off running from the stop and Officers Kostohryz and Amberg were able to <br />catch him and taken him in to custody. While speaking with him officers learned he had <br />provided a false name, was in possession of narcotics, and had an outstanding warrant for <br />criminal damage to property. He was booked for the variety of charges. <br /> <br />After taking Halestad in to custody, during a subsequent investigation officers determined <br />the driver of the vehicle, Connery Vincent Weldon 8-1-97, appeared to be under the
