3
Our agency liaison officer to the Ramsey County Violent Crime Enforcement Team
(VCET) reported that during the week of September 12th the group seized 65 pounds of
marijuana during one investigation. See photo below:

On September 5th at 6:34am Officers were dispatched to 1106 West County Road D for a
report of the callers ex-boyfriend entering the residence, removing the covers from her
and her new boyfriend, pointing a handgun at them and saying "look how easy it is to
catch you". The suspect, identified as Jamahl Lamont Martin (03-20-90) fled out the
building. Approximately 7 hours later officer B.J. DeBoer observes the suspect’s vehicle
and eventually stops it in Minneapolis with the assistance of Minneapolis PD and the
Minnesota State Patrol. The suspect was taken into custody and booked for Felony
assault. The firearm was not recovered. 16011538

On September 11th at approximately 1:33am officers were dispatched to 201 5th Street
NW for a report of a suspicious male possibly involved in narcotics activity. Upon
arrival officers located the male, identified as Miguel Angel Herrera Blanco 09/28/90
behind the building. Officers observed a large bulge in his waistband and conducted a
protective search for weapons and located a bank bag with $9,000 in cash. He was
unable to provide any explanation for having the large sum of money or being at the
building. Officers noted he appeared impaired and after field sobriety testing he was
taken in to custody for DWI due to officers determining he drove to the location. Blanco
later refused to provide an evidentiary breath sample and was booked at the Law
Enforcement Center for 3rd Degree DWI Refusal. The cash was retained for further
testing following a positive hit on the cash by a narcotics trained K-9. 16011792
