4 <br />On September 23rd at approximately 11:17am the Fire Division was dispatched to the <br />1300 block of Mississippi Street for a report of an unknown chemical coming from the <br />ground with a strange odor causing discoloration to the roadway. Upon arrival units <br />utilized equipment from the North Suburban HazMat Team to conduct testing of the <br />water and determined the water was a result of saturated ground due to heavy rains and <br />creoseal from the railroad tracks and did not pose any health hazard. Public Works was <br />contacted to recover the liquid and units cleared. <br /> <br /> <br />On September 8th at approximately 9:50pm officers were dispatched to Cowboy Jacks <br />for a report of a male causing a problem at the bar. Upon arrival officers spoke with staff <br />and determined, Eric Darwin Phillips 10-3-1980, was causing a disturbance in the bar and <br />began fighting with staff when asked to leave. During the fight he bit an employee on the <br />chest while he was being restrained. Phillips was taken into custody and booked at the <br />Ramsey County Law Enforcement Center for assault. The employee transported himself <br />to Unity Hospital for an evaluation. 16011693 <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br /> <br /> It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br /> This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. Each Police Use of Force Report is reviewed by patrol <br />supervisors to ensure compliance with New Brighton’s Use of Force Policy. <br />
