6 <br />On September 1st at approximately 11:15hrs while on routine patrol Officer Riedel <br />observed a vehicle commit several traffic violations in the area of Silver Lake Road and <br />14th Street NW. Officer Riedel stopped the vehicle and spoke with the driver identified <br />as, Erick William Major 11/29/89. While speaking with him she observed he had two <br />wristbands on similar to those issued when consuming alcohol at an establishment and <br />there was a strong odor of alcohol coming from Major. He failed to properly perform <br />field sobriety testing and was taken in to custody for DWI. Upon arrival at the Public <br />Safety Center Major provided an evidentiary test indicating an alcohol concentration of <br />.10. He was cited and booked at the Ramsey County Law Enforcement Center for <br />misdemeanor 4th Degree DWI. 16011404 <br /> <br />On September 2nd at approximately 1:47am Sergeant Emerson located a vehicle in <br />Hansen Park after park closing hours. While speaking with the driver, Walter Lincoln <br />Charles 11/06/87, Sergeant Emerson noted the driver appeared to be under the influence <br />of alcohol and contacted DWI Officer Farmer. The driver, Charles, displayed signs of <br />intoxication when the horizontal gaze nystagmus test was performed and refused other <br />testing. He provided a preliminary breath test sample indicating an alcohol concentration <br />of .236. Upon arrival at the Public Safety Center Charles refused to provide an <br />evidentiary breath test. Due to the presence of a prior Felony DWI Charles was booked <br />at the Ramsey County Law Enforcement Center for 1st Felony Degree DWI. 16011406 <br /> <br />On September 16th at approximately 12:30am while on routine patrol in the area of <br />Highway 96 and I35W, Officer Farmer observed a vehicle with an equipment violation <br />and commit a traffic violation. Officer Farmer stopped the vehicle and spoke with the <br />driver, identified as, Miles Joshua Grande 05/18/1983. During a check of his driving <br />status Officer Farmer determined the driver’s status is currently Cancelled Inimical to <br />Public Safety and he was taken in to custody. During the course of an inventory search <br />suspected methamphetamine and marijuana was located in the vehicle. Further <br />investigation of the vehicle indicated the vehicle was displaying unreported stolen plates <br />from Golden Valley and the vehicle was also stolen from St Cloud. Grande was booked <br />at the Law Enforcement Center for 5th Degree Possession of Narcotics, Possession of <br />Stolen Property, and driving while Cancelled-IPS. 16011967 <br /> <br />On September 29th at approximately 5:22pm while on routine DWI enforcement in the <br />area of Old Highway 8 NW and Highway 96 Officer Farmer observed a vehicle with a <br />loud muffler. The vehicle was stopped and the driver identified as, Russell Lloyd Amos <br />09/20/56. Officer Farmer determined Amos had a revoked driver’s license which <br />included a no drug or alcohol restriction and also had an outstanding gross misdemeanor <br />warrant for theft. Officer Farmer noted signs of impairment and the driver failed <br />sobriety testing and placed under arrest for warrant and DWI. During the course of a <br />search incident to arrest a hypodermic syringe was located. The driver was advised of his <br />Miranda rights and stated he has smoked methamphetamine “last night”. A search <br />warrant was completed and Officer Farmer conducted the blood draw. The driver was <br />booked at the Ramsey County Law Enforcement Center. 16012548 <br /> <br />
