<br /> <br /> <br />Department Reports <br />A. Human Rights <br /> <br />No Report <br /> <br />B. Allina Health <br />Mr. Dave Matteson of Allina Health reported there were 1,948 requests for service in 2015; <br />1,275 were emergent calls with an average response time of 7:13; 77.1% of calls resulted in <br />transport; and 91.5% of calls were responded to in 10 minutes or less. New Brighton averaged <br />about 5 calls per day. <br /> <br />In April, Allina Health will be adding 12 hours a day and another 12 hours a day in the fall. <br />Allina has been doing constant hiring to keep up with the necessary increased staffing. <br /> <br />On April 1, Allina Health will be participating in a multi-agency training at the Army Reserve <br />Center. This will be an active shooter drill. <br /> <br />Allina Health has recently added three new positions: an Extended Education Manager, a <br />Supply Manager, and a GIS person. <br /> <br />Mr. Matteson briefly discussed the use of the Lucas device for cardiac arrest patients; the Lucas <br />device creates negative pressure which sucks blood back into the heart for better circulation and <br />better patient results. The new Lucas devices are now battery powered. <br /> <br />C. Volunteers in Public Safety (VIPS) <br /> <br />Commissioner Allen reported the VIPS will have their monthly meeting tomorrow, January 26. <br /> <br />D. Public Safety/Homeland Security Update <br /> <br />Director Jacobson noted preliminary stats through December 31 indicate that 2015 was a record <br />low year for Part I Criminal Activity in the City of New Brighton, with total incidents dropping <br />below 500 for the first time since modern records started being kept in the late 1980s. The <br />reported 496 offenses last year represent an overall 10% reduction from 2014; the next closest <br />year was 2011 when we had 530 total incidents. 2015 was our highest year of DWI arrests, with <br />147, nearly double from the 77 DWI arrests in 2014 and beyond our previous high of 134 in <br />2010. Finally, 2015 marked our lowest recorded level of juvenile arrests with 66 for the year, <br />compared to our high in that category of 312 juvenile arrests in 1999. <br /> <br />Public Safety has invited representatives from New Brighton churches to attend a meeting with <br />us on January 26th. The meeting will include discussing how we can partner with the faith <br />community and build improved relationships with the churches and their members. This meeting <br />is in keeping with recommendations from the 21st Century Policing Report. There are 12 people <br />coming to this meeting. We will report back on progress at our next meeting. <br />
