would be stocked with soft netting products, clips and foam.
Hicks explained these were the same items that staff was replacing on the current Eagle's Nest playground. He
then reviewed the location of the toddler area within the playground structure and noted this portion of the
structure would be blocked off from the school aged area. He commented on the proposed project timeline and
stated it was staff's hope to still have the playground structure removed in September with installation in
October.
Mayor Johnson asked if staff had fully addressed the concerns Councilmember Burg had with CRS.
Councilmember Burg stated staff had addressed her concerns regarding the quality and durability of CRS's
playground structure. She explained that the other three vendors focused their presentations on the quality of
their product while CRS focused on the amount of product that could fit into the space. She understood that
she scored the CRS presentation high based on their presentation but after thinking this through she stated she
wanted to better understand the quality and durability of CRS's products. She believed she had a responsibility
to the community to get the best playground product back into the Eagle's Nest while also being assured that
the structure was safe and would last.
Mayor Johnson questioned how much time each vendor had to make their presentation to PREC. Hicks stated
each vendor had 30 minutes.
Councilmember Bauman questioned how PREC scored the various vendors. Bach described how the PREC
members scored the vendors based on their presentations and proposed playground structure.
Mayor Johnson believed that CRS had meet the City's requirements and standards with their bid.
Councilmember Burg stated her concern with the CRS was that the references she was given to contact
regarding other play structures were less than three years old. She questioned how she could approve such a
large purchase when CRS had no references with equipment older than three years. Mr. Corneal discussed the
team members that would be installing the Eagle's Nest playground structure and stated he represents a very
high-quality playground equipment company. He stated as an organization he would not bring a product to the
City of New Brighton that would not last. He stated CRS would hold to its warranty and believed his product
would last.
Mayor Johnson asked if Bach believed there were any issues or potential concerns with the CRS bid. Bach
stated he had no concerns with the CRS bid.
Councilmember Burg stated if all of the products within each bid had the same quality, would staff recommend
the CRS bid. Bach explained the structure proposed by CRS would challenge children and believed that CRS
had met all thresholds for safety standards.
Mayor Johnson commented if each vendor was only given 30 minutes to provide a presentation she understood
why CRS focused their presentation on the actual structure and not on the safety requirements.
Councilmember Bauman stated PREC should have raised questions regarding quality at the time of the
presentation. She did not believe CRS could be selling their play structures throughout Europe if they were not
safe.
Councilmember Burg reported she had raised questions to staff after the presentation given the fact she knew
nothing about CRS and because she wanted this play structure to last for the next 10 to 15 years.
