Mayor Johnson believed that the City had followed all of the best value practices. She questioned how the <br />Council should proceed if Councilmember Burg still rejected the proposal from CRS. City Attorney Sonsalla <br />stated all bids would have to be rejected by the Council and the entire best value process would have to begin <br />again, noting the Council could reevaluate this process. <br />Mayor Johnson stated she was comfortable with moving forward with the CRS bid. <br />Councilmember Jacobsen indicated he was comfortable with CRS's proposal as well and asked how long CRS <br />had been in business. Mr. Corneal stated CRS has been in business since 1999. <br />Councilmember Strub believed the City had properly followed the best value practice and should proceed with <br />the CRS bid. He explained that there has been no information presented this information that would make him <br />believe CRS was not a high-quality vendor. <br />Councilmember Burg asked if CRS would still be able to stay within the same project timeframe. Mr. Corneal <br />stated the project would be pushed back approximately two to three weeks after he receives City Council <br />approval. <br />Mayor Johnson stated she fully supported the CRS structure and believed their structure would really set the <br />City apart. <br />Comprehensive Plan — Update and feedback on concepts and ideas HKGi <br />Lotter explained HKGi and City staff would be providing the Council with an update on the Comprehensive <br />Plan. <br />Gundlach commented on the information that had been forwarded to the City Council already from the <br />community engagement sessions. She stated several representatives from HKGi were in attendance to further <br />discuss the Comprehensive Plan. <br />Brit Palmberg, HKGi, introduced himself to the Council and discussed the Comp Plan findings that staff <br />gathered from the community engagement sessions. He stated people like what they see in New Brighton <br />overall and provided further comment on the feedback received from the public. <br />Brian Hardess, HKGi, reviewed a diagram with the Council that focused on redevelopment and reinvigoration <br />within the community. He discussed several areas of the City that had opportunities for revisioning. <br />Mr. Palmberg described how plans for the Old Highway 8 corridor could be implemented within the Comp <br />Plan. He commented on the financing aspects and encouraged the Council to consider up -zoning the areas in <br />need of redevelopment. He reviewed the importance of business incubation in order to attract and retain <br />businesses. He then discussed the Comp Plan timeline going forward. <br />Gundlach reported the redevelopment concepts discussed were big pictures ideas for the next 30 or 40 years. <br />She encouraged the Council to consider the bigger picture and noted staff was not seeking any approval for any <br />of the rezonings. <br />Councilmember Strub thanked staff for the thorough reports and stated he appreciated the broader vision that <br />staff was creating for the future. <br />
