Consider Bids and Award Contract for the Replacement of the Eagles Nest <br />Indoor Playground. <br />Motion by Councilmember Strub, seconded by Councilmember Bauman to approve Commercial <br />Recreation Specialists proposal for the replacement of the Eagles Nest Indoor <br />Playground. <br />City Manager Lotter indicated Acting Parks and Recreation Director Hicks would be presenting this item to <br />the Council. <br />Acting Parks and Recreation Director Hicks explained the Eagles Nest Indoor Playground <br />Replacement was a competitively bid project that followed the Best Value Procurement <br />process. Proposals were opened on April 24, 2017. Four companies submitted two proposals <br />each, for a total of eight proposals. He reported a Best Value Procurement process, which is an <br />alternate to a traditional low bid, was used to determine the recommended replacement <br />structure. This process has predetermined requirements and a scoring process that determines <br />the best proposal. After receiving the proposals on April 24, staff verified the predetermined <br />requirements of each proposal had been met. The vendors of the prequalified proposals <br />presented each proposal to PREC. PREC commissioners, Council Liaison and three staff <br />members scored each proposal on design criteria. The scores were averaged and weighted. The <br />result of the scoring process showed Commercial Recreation Specialists received the highest <br />score for their proposal. <br />Acting Parks and Recreation Director Hicks stated due to the limited installations of the <br />recommended playground equipment, Council requested additional information and research <br />be performed on the equipment, Cheer Amusement and the vendor Commercial Recreation <br />Specialists. Research was provided at the June 6 work session that included playground safety <br />standards, similar applications of Cheer equipment, warranty, durability, installation, sample <br />equipment and project timeline. <br />Acting Parks and Recreation Director Hicks reported the Eagles Nest Indoor Playground was <br />identified to be replaced in 2013 in the Non -Fleet Capital. The current structure was <br />constructed in 2003 with a 10 -year life expectancy. The Eagles Nest Indoor Playground has <br />become a destination for many individuals and groups. In addition to hosting approximately <br />1,000 Birthday parties and groups each year nearly 50,000 individual youth admissions are <br />sold annually with revenues of $4,195,270 since 2004. Because safety is a concern to visitors <br />of the Community Center and the Eagles Nest, the sprinkler system will be upgraded during <br />the replacement process. This includes increasing the density of the system in the Eagles Nest <br />as well as reviewing sprinkler head placement to ensure coverage in all areas of the <br />playground. These improvements will be funded from the General Fund and not from the <br />Capital Asset Replacement Fund the playground replacement has been budgeted for. This <br />upgrade will take place the demolition of the current structure and the new construction. <br />Acting Parks and Recreation Director Hicks explained a second safety consideration that is being <br />researched is the potential to add emergency ventilation into the play area. The purpose of this <br />ventilation is to remove smoke and other air pollutants from the area in the event of a fire. The <br />total cost for this safety consideration has not been fully determined at this point. A potential <br />source of funding for this would be the contingency funding of $48,970 that is being held in <br />Public Hearing <br />Council Business <br />1.
