<br />City Council/Teambuilding Retreat Report <br />January 7, 2017 <br />Q4: Barriers: Identify the biggest obstacles or barriers the City will face in its efforts to meet your <br />goals and priorities. They can be both internal and external. <br />These were responses from both the Council and staff. <br />♦The biggest barrier is funding <br />♦Working environment on the council of one member <br />♦The mindset of City Manager and some staff <br />♦Big ideas take time to find public acceptance <br />♦Meeting our goals and being fiscally responsible <br />♦Legislative action permitting changes in license bureau <br />♦Transportation concerns due to the state's lack of investment <br />♦Enough revenue and resources <br />♦Expectation of immediate response <br />♦Relationships among elected officials. <br />♦Philosophical/political objection to City involvement in redevelopment <br />♦Time/funding commitment from City to develop employees <br />♦Cultural/language challenges in community outreach <br />♦Identifying community needs, continuing to develop to drawn in young families <br />♦Council’s willingness to increase the property taxes to accomplish goals <br />♦Ensuring our residents and new employees are engaged <br />♦Combative Council dynamics <br />♦Financial pressures w/aging population <br />♦Discussion not scheduled around or near the budget cycle <br />♦Old Highway 8 development <br />♦Aging housing stock <br />♦Little developable land <br />♦ Current debt from roads <br /> Q5: Current Strategic Priorities <br />The relevancy and usefulness of the city’s current strategic priorities (in terms of reporting and tracking for the <br />council) were discussed at the City Council’s workshop on November 1, 2016. It was suggested that the retreat <br />participants be surveyed regarding these priorities.
