Strategic Opportunities and Challenges
The Administration Department will continue to oversee and provide leadership to DX
Response legal and engineering team for the City. The City approved the design,
engineering and construction of a new treatment system and water treatment plant
expansion to treat 1, 4-Dioxane in 2017. In 2018 the City Manager’s office will continue
to provide oversight for the project. In 2017 and continuing into 2018 the Administration
Department will work on regular and timely communication in regards to both the water
treatment expansion project as well as water quality as a whole. The 2017 Citizen Survey
noted that 64% of residents believe that the information available about drinking water in
New Brighton is “about right”. This effort specifically relates to the Community
Engagement Priority that the Council identified at their 2017 team building retreat.
The Administration Department will play a key role in the Comprehensive Plan update
that the City is currently undertaking. The update is a legal requirement, but is also a key
priority of the City Council.
The Administration Department will be working to develop a staff training program to
engage our workforce and assist in cultivating leadership abilities across all levels of the
organization. The goal is to develop the most efficient workforce we are capable of in
order to continue to provide the high levels of service the residents of New Brighton have
come to expect.
We will continue to oversee staff transitions and hiring processes. The Administration
Department has made it a priority to engage different departments through hiring process
in order to garner holistic and complementary views of potential new staff members.
Creating a more efficient as well as far-reaching recruitment process will continue to be a
priority of the Administration Department.
The City will continue to work on enhancing its communication mediums. In 2018, there
will be a priority to engage our residents through social media in a more concentrated
manner. The Administration Department will also be overseeing a change to the City’s
newsletter as we try to make it a more dynamic, engaging and informative document.
The City Manager’s office will continue to search for and be open to joint powers/shared
service type relationships with other public organizations in an effort to provide cost
effective services. One such example is the contract providing building inspection
services to the City of Saint Anthony Village.
A significant challenge will relate to maintaining active engagement in legislative policy
discussions that impact New Brighton. One of New Brighton’s objectives is to strive to
have a diversified revenue base that is sensitive to community demographics and is stable
in meeting the community’s long term needs.
The City continues to look at improving the overall wellness of the personnel. The City’s
wellness program will look at improving the overall wellbeing of staff in order to
potentially control costs of insurance, improve morale, and have healthier staff.

12
