Area 4 – Consider changing the no parking signs on 13th Street NW (from Highview Drive to Robin <br />Lane) from May 1st – September, to year round. <br /> <br />Summary – A request was made to change the existing no parking signage on 13th Street from Highview <br />Drive to Robin Lane (adjacent to Freedom Park) from May 1st – September, to anytime. The resident <br />that initiated the request stated that vehicles routinely park in that area and extend beyond the curve at <br />13th Street NW and Robin Lane, making it difficult to navigate the corner. The signage is in operation for <br />summer programming of the fields. <br /> <br />Recommendation – Installing a “No parking here to corner” sign, would make sense but staff suggests <br />conducting an engineering study to coincide with discussions with the school. <br /> <br />Area 5 – Consider resident only or restricted parking to one side of the street on 12th Ave NW between <br />4th Street NW and 5th Street NW. <br /> <br />Summary – A request was made from a resident on 12th Ave NW between 4th Street NW and 5th Street <br />NW to enact parking restrictions along 12th Ave NW due to the increased frequency of neighborhood <br />traffic based on park users and disc golfers. Currently, no parking signs are in place on the south side of <br />4th Street NW from 12th Ave NW to Old Highway 8 NW. This was enacted in 1989 due to excessive <br />parking and limited street widths on 4th Street NW. This portion of 4th Street NW has since been <br />reconstructed and may now provide additional on street parking. The volume of cars using the park <br />exceeds the capacity of the parking lot located at 4th Street NW and 12th Ave NW. This in turn is creating <br />more on street parking and traffic in the area. <br /> <br />Recommendation – The existing adult ballfields will be repurposed to youth fields following the Rice <br />Creek Watershed Districts Long Lake Regional Water Quality Improvement Project. Staff recommends <br />further study of this issue. <br /> <br />Area 6 – Consider no parking on the south side of 3rd Street NW from Silver Lake Road to 14th Ave NW. <br /> <br />Summary – A request was made by a resident to add no parking signage on 3rd Street NW from Silver <br />Lake Road to 14th Ave NW. The resident would like parking on one side of 3rd Street NW due to the <br />amount of vehicles parking on both sides of the street, making the street difficult to navigate. <br /> <br />Recommendation ‐ The request to add no parking to one side of 3rd Street NW should be denied. The <br />roadway in this area is considered a low volume residential street in which daytime parking is permitted. <br />Furthermore, with no reported accidents in the last 3 years the accident history does not suggest the <br />need for additional regulatory measures. Staff will continue to monitor parking complaints in this area <br />and remind residents of the existing parking provisions which are stated below. <br /> <br /> <br /> <br />Parked Cars <br />Section 29‐20 and Section 29‐21 of the City Ordinances restrict daytime on street parking to six <br />hours between 5:00 a.m. and 2:00 a.m., and night time parking to thirty minutes between 2:00 <br />a.m. and 5:00 a.m. <br /> <br /> <br />
