Area 7 – Consider no parking adjacent to 666 3rd Ave NW at sidewalk access to the street. <br /> <br />Summary – A resident living at 666 3rd Ave NW inquired if no parking signage could be installed in front <br />of her residence because she utilizes metro mobility and her sidewalk access is frequently blocked by <br />parked cars along 3rd Ave NW. <br /> <br />Recommendation –Similar requests have been granted for residents with limited mobility throughout <br />the City and we recommend installing no parking between signs in front of 666 3rd Ave NW. <br /> <br />Area 8 – Consider no parking changes on 29th Ave NW adjacent to Hidden Oaks Park. <br /> <br />Summary – The Hidden Oaks Park Shelter was recently removed following the PREC and City Council <br />recommendation. Prior to removal the Citywide Action Team discussed options for the Hidden Oaks <br />park to access the field and playground area: which included adding a trail, a parking lot and a possible <br />crosswalk from the existing parking lot. The existing “no parking” signage allows for unobstructed <br />crossing from the parking lot but some of the existing signs should be replaced. <br /> <br />Recommendation – Staff recommends further study including the future plans at Hidden Oaks Park. <br /> <br />Area 9 – Consider traffic concerns on Robin Lane <br /> <br />This area has an extensive history of traffic related actions. Below is a brief summary of the actions from <br />1970 to the present. <br /> <br />On March 17, 1970, the City Council passed Resolution 778 “Ordering Improvement 70‐10 as petitioned <br />or with a more northerly location of the intersection of Palmer Drive and Robin Lane and preparation of <br />plans and specifications also suitable traffic control signs to effectively minimize traffic flow in the Pike <br />Lake area.” <br /> <br />On August 25, 1970, the City Council passed Resolution 851 “Resolution combining portions of <br />Improvement 69‐10 and Improvement 70‐10 and ordering final plans and specifications for combined <br />project.” The resolution also resolved the following: <br />• That portion of Palmer Drive included in Improvement 70‐10 be continued to coincide with <br />Robin Lane in a northerly direction. <br />• Consideration be given to placement of “No Through Traffic” signs along Palmer Drive and <br />that “No Right Turn” signs be located at the bank outlet onto Palmer Drive. <br /> <br />On September 22, 1970, the City Council passed Resolution 869 “Resolution receiving and approving <br />final plans and specifications for Palmer Drive and Robin Lane” <br /> <br />On June 10, 1973, the City Council passed Resolution 1235 “Ordering the installation of traffic control <br />signs at various locations in the vicinity of the Brighton Village Shopping Center.” This resolution <br />included “Stop” signs and “No Right Turn” signs at Palmer Drive. <br /> <br />On November 2, 1976, the City Council was presented with a Supplemental Report: Improvement 77‐3, <br />Palmer Drive, Robin Lane, 12th Street NW, and Thorndale Avenue. On December 2, 1976, a public <br />hearing was held for the consideration of 3 alternate connections of Palmer Drive into the Pike Lake <br />neighborhood. A vote was taken on Improvement 77‐3 and the project was abandoned 5‐0. All of the <br />alternate connections were rejected. On April 21, 1981, the City Council was presented with Report 81‐
