64: Report on “No Right Turn” signs at Palmer Drive from Brighton Square Shopping Center. This report <br />studied the following items: <br /> <br />• Alternatives for traffic and turning movements in the Palmer / Pike Lake Area <br />• Study and report on traffic volume in the general vicinity <br />• An increase in police patrol effort within the area and a report on results <br />• Investigation into parking and speed limits in the vicinity of Pike Lake School <br /> <br />The report provided the following recommendations: <br />1. No geometric changes be made in the Palmer Drive Access into the Pike Lake Area <br />2. The “No Right Turn” signs onto Palmer Drive are removed. <br />3. Install “No Parking at any Time” signs in front of the playground on 13th Street NW. <br /> <br />On April 28, 1981, the City Council deferred action on the removal of “No Right Turn” signs and passed <br />Resolution 2448 “Ordering the installation of “No Parking” signs on the north side of 13th Street NW.” <br /> <br />On June 12, 1984, the City Council passed Resolution 84‐82 “Providing for limited permission to make <br />right turns from the Brighton Square Shopping Center east onto Palmer Drive.” <br /> <br />On November 10, 1987, a traffic study was ordered in response to a petition from the Brighton Square <br />Homes Association requesting removal of the “No Right Turn Without Permit” signs on the shopping <br />center exits on Palmer Drive. <br /> <br />On September 6, 1988, the City Council approved the Palmer Drive Traffic Study dated July 1988 and <br />denied the Brighton Square Homes Association petition for removal of the “No Right Turn Without <br />Permit” signs on the shopping center exits on Palmer Drive and adopted Resolution 88‐96 “Resolution <br />Establishing No Parking Zones on Palmer Drive and Replacing the “Right Turn Lane” sign on Palmer Drive <br />with a “Pavement Width Transition” sign.” <br /> <br />On June 10, 2003, the City Council passed Resolution 03‐043 “Banning parking on the south side of <br />Palmer Drive and Robin Lane corner between the Crossroads of New Brighton’s driveway and the <br />sidewalk crosswalk.” <br /> <br />On December 22, 2004, the Mounds View Public School District voted to close Pike Lake Elementary <br />School effective the 2005‐06 school year. This school was repurposed as the Pike Lake Education Center <br />now home to the school district’s community education programs. <br /> <br />On May 8, 2007, the City Council Approved the PUD for the Brighton Village Redevelopment. <br /> <br />On November 9, 2011, the City Council received a neighborhood petition and referred the traffic <br />concerns from Pike Lake / Brighton Village area to the Public Safety Commission (PSC). The Council also <br />accepted a proposal from Spack Consulting to prepare a traffic analysis for the Pike Lake Neighborhood. <br /> <br />On November 28, 2011, the Public Safety Commission held a public hearing to discuss traffic related <br />concerns on Palmer Drive and Robin Lane. <br /> <br />On December 13, 2011 the City Council accepted the Pike Lake Neighborhood Traffic Analysis and <br />approved a Resolution (11‐110) ordering the installation of miscellaneous signage on Palmer Drive, <br />Robin Lane, and 13th Street NW.
