<br />1. Installing no parking signs along Palmer Drive. <br />2. Resigning Palmer Drive to better channelize traffic before getting to Robin Lane. <br />3. Installing a stop sign at the exit of the Brighton Village Shopping Center onto Palmer Drive. <br />4. Double facing the crosswalk signage from both approaching directions to improve crosswalk <br />safety. This will help delineate the location of the two existing crosswalks. <br />5. Posting 10 mph advisory speed signs for the two 90 degree curves and adding appropriate <br />directional turn arrows on the north and south ends of Robin Lane. <br /> <br />Following this approval a follow‐up discussion was held with the Public Safety Commission on January <br />30, 2012. This is included as an attachment. <br /> <br />The concerns in the corridor seemed to fade until late this fall, when a resident within the corridor <br />engaged staff with several requests/concerns. The responses to that inquiry are enclosed. <br /> <br />Recommendation – Separate from this issue, staff is currently in discussions with the school district <br />regarding street and parking issues they are experiencing. We recommend gathering updated traffic <br />data for the corridor, and scheduling a neighborhood meeting to discuss current concerns. Following <br />this meeting staff will return to the Public Safety Commission with recommendations. <br /> <br />Area 10 – Consider street lights at the exits from Brighton Shores to Long Lake Road and Beach Road. <br /> <br />Summary – The board of Brighton Shores requested the additional street lights. There are existing <br />street lights on the west side of Long Lake Road but not in the proximity of the requested locations. <br />It is a policy of the City to install street lights at the following locations: <br /> <br />A. At all street intersections. CONDITION MET HOWEVER THESE ARE PRIVATE DRIVES <br />B. On all cul‐de‐sacs in excess of 300 feet in length. <br />C. A minimum spacing of 660 feet along all skeletal system sidewalks, bikeways, designated <br />bike lanes, and bike routes. <br />D. On vertical sags where headlight sight distance is less than the required stopping <br />distance for the road design speed. <br />E. Where unusual safety hazards exist which can be eliminated by a street light, such as <br />railroad grade crossings and pedestrian trail crossings. <br /> <br />Recommendation – Staff recommends working with Xcel Energy to install the southern street light. <br />Since the northern light would be close to 1184 12th Ave NW, we recommend the association gains <br />approval for this homeowner prior to approving a light in this location. <br /> <br />Area 11 – Consider parking lane striping on Stinson Blvd, and curb “bump outs” on Stinson Blvd and <br />5th Street NW. <br /> <br />Summary – See attached minutes from the October 3, 2016 Columbia Heights Traffic Commission <br />meeting. On October 3, 2016 the Columbia Heights Traffic Commission met to discuss a request for <br />safety changes on Stinson Boulevard from Fairway Drive to Innsbruck Parkway. Several options were <br />taken into consideration to address the residents concern and were forwarded to New Brighton for <br />review and approval. The options for New Brighton to consider are adding parking lane striping on <br />Stinson Blvd and/or installing curb “bump outs” at Stinson and 5th Street.
