Recommendation (street lighting) – The requested location is at a street intersection and adheres to the <br />street light policy. Staff recommends working with Xcel Energy to purchase and install a new LED street <br />light at the intersection of Windsor Lane and the Windsor Lane cul‐de‐sac. <br /> <br />Area 3 – Consider changing yield signs to stop signs at Tioga Blvd and Kiowa Ave.. Consider painted <br />crosswalks for streets intersecting Kiowa Ave. <br /> <br />Summary – A request to change the existing yield signs to stop signs at the intersection of Tioga Blvd and <br />Kiowa Ave was made by Hank Dierks who lives at 1845 Tioga Blvd. Mr. Dierks feels that the amount of <br />traffic has changed since the yield signs were installed in 1990, creating a hazardous crossing for <br />pedestrians. Mr. Dierks also requested that painted crosswalks be installed at all streets intersecting <br />Kiowa Ave. <br />Section 2B.06 STOP Sign Applications <br />Guidance: <br />01 At intersections where a full stop is not necessary at all times, consideration should first be <br />given to using less restrictive measures such as YIELD signs (see Sections 2B.08 and 2B.09). <br />02 The use of STOP signs on the minor‐street approaches should be considered if engineering <br />judgment indicates that a stop is always required because of one or more of the following <br />conditions: <br />D. The vehicular traffic volumes on the through street or highway exceed 6,000 vehicles <br />per day; CONDITION NOT MET <br />E. A restricted view exists that requires road users to stop in order to adequately observe <br />conflicting traffic on the through street or highway; and/or CONDITION NOT MET <br />F. Crash records indicate that three or more crashes that are susceptible to correction by <br />the installation of a STOP sign have been reported within a 12‐month period, or that five <br />or more such crashes have been reported within a 2‐year period. Such crashes include <br />right‐angle collisions involving road users on the minor‐street approach failing to yield <br />the right‐of‐way to traffic on the through street or highway. CONDITION NOT MET <br /> <br /> <br />Recommendation (Stop signs) – The request to change yield signs to stop signs at this location does not <br />meet the criteria defined in the State Manual on Uniform Traffic Control Devices (MUTCD). The yield <br />signs shall remain in place. <br /> <br />Recommendation (crosswalk) – The request to install painted crosswalks at the streets intersecting <br />Kiowa Ave should be denied. State laws define a legal crosswalk as the extension of the sidewalks across <br />a road, whether it has a marked crosswalk or not. Marked crosswalks are often installed at signalized <br />intersections, at a school crossing zone, and at unsignalized locations where engineers determine there <br />are enough pedestrians to justify a marked crossing. The locations in the request are unsignalized, <br />however, it is not an extension of any sidewalk system and has been determined that there are not <br />enough pedestrians to justify a marked crossing. Furthermore, the addition of marked crosswalks alone, <br />without other more substantial roadway treatments, has not been found to reduce pedestrian crash <br />rates, and may present an increased crash risk. <br />
