D. At an intersection where a special problem exists and where engineering judgment <br />indicates the problem to be susceptible to correction by the use of the YIELD sign. <br />CONDITION TO BE CONSIDERED‐ In this case engineering judgement believes that the <br />“T” intersection with an entry to a business as one of the legs is causing driver <br />confusion. A similar situation at the intersection of 1st Avenue an 5th Street was <br />addressed with a 4‐way stop. However, the volumes, number of entry points (4) and <br />type of traffic at this location are much different. <br />E. Facing the entering roadway for a merge‐type movement if engineering judgment <br />indicates that control is needed because acceleration geometry and/or sight distance is <br />not adequate for merging traffic operation. CONDITION NOT MET <br /> <br />Recommendation – With a “Yield” sign already installed on private property and with the existing <br />confusion at this intersection, staff recommends the installing a yield sign for southbound traffic at the <br />intersection of Northwest Parkway and the entrance to APi Group. The proposed yield sign will allow <br />traffic traveling west on Northwest Parkway to have the right‐of‐way at the intersection, thus alleviating <br />confusion when vehicles simultaneously approach the intersection. <br /> <br />Area 2 – Consider extending length of no parking signs on the west side of Windsor Court (just south <br />of County Road E2). Consider the addition of a street light on Windsor Lane. <br /> <br />Summary – A request to extend the length of the no parking area on the west side of Windsor Court at <br />County Road E was submitted by the Windsor Green Townhome Association Board. The Association <br />Board requested that no parking signage should be extended from County Road E to the Birch Pond <br />Entrance. When cars are parked on both sides of Windsor Court it creates a pinch point near County <br />Road E. In 2013 the reconstruction of this street included flattening of the grades, and the installation of <br />no parking signs on the west side of the road. Since construction the user experience in this area has <br />changed for the better, but we believe this signage request is reasonable. <br /> <br />Recommendation (no parking) –We recommend installing additional no parking signage and extend the <br />no parking zone to the south to the entrance of Birch Pond. The elimination of on street parking at this <br />location will not adversely impact the local residents due to the amount of off street parking options <br />available in the area. <br /> <br />A second request was also made by the Windsor Green Townhome Association to have a street light <br />installed on Windsor Lane. The location for the new street light would be at the intersection of Windsor <br />Lane and the Windsor Lane Cul‐de‐sac, and would also serve a clustered mail box. According to New <br />Brighton’s Street Light Policy, street lights are permitted at the following locations: <br /> <br />A. At all street intersections. CONDITION MET <br />B. On all cul‐de‐sacs in excess of 300 feet in length. <br />C. A minimum spacing of 660 feet along all skeletal system sidewalks, bikeways, designated <br />bike lanes, and bike routes. <br />D. On vertical sags where headlight sight distance is less than the required stopping <br />distance for the road design speed. <br />E. Where unusual safety hazards exist which can be eliminated by a street light, such as <br />railroad grade crossings and pedestrian trail crossings. <br />
