4 <br />III. TRAFFIC SAFETY <br /> <br /> The following information contains summaries of significant traffic safety and traffic <br />enforcement incidents during the month. <br /> <br />As announced at the Council meeting on Tuesday evening, New Brighton, as part of the <br />Ramsey County Traffic Safety Initiative (RCTSI), was awarded the Minnesota <br />Department of Public Safety Commissioner’s Award for their outstanding enforcement <br />and education efforts during 2016. The Commissioner’s Award highlights the <br />exceptional partnership of municipal, county and state law enforcement agencies working <br />together on a highly visible, well-publicized traffic safety enforcement program funded <br />by the National Highway Traffic Safety Administration (NHTSA). <br /> <br />On January 1st, Officer Farmer stops a vehicle for misc. traffic and equipment violations. <br />Upon further investigation, Officer Farmer detects a strong odor of marijuana. The driver <br />admitted to recent drug use. The driver failed field sobriety tests and is arrested. Officer <br />Farmer gets a warrant to obtain a urine sample. The driver is booked for a 3rd degree <br />DWI. <br /> <br />Starting in January, the new Traffic Stop Collection will begin. The dispatcher will now <br />record the reason for the stop, race of the driver, gender of the driver, if the person was <br />searched and if the vehicle was searched. <br /> <br />On January 6th, Officer Kostohryz, stops a vehicle and arrests 42 year for DWI. The <br />party refuses to tests and is booked for a 3rd Degree DWI test refusal. In running a <br />criminal history on the party it is learned the party has done time in prison for 2nd degree <br />Murder. <br /> <br />On January 11th, Officer Craig has a vehicle try to elude him. The vehicle ended up in a <br />snowbank. The driver showed signs of impairment and failed field sobriety testing. The <br />driver was arrested. While conducting a inventory search of the vehicle, a small baggie <br />of methamphetamine was located. A warrant was obtained for a blood draw on the <br />driver. The driver was booked at the LEC for possession of a controlled substance and <br />the DWI. <br /> <br />Maplewood Police hosted the TZD Hi-Viz DWI Saturation with ten overtime funded <br />officers on Friday, January 13, 2017 from 7 p.m. to 3 a.m. <br /> <br />• 96 traffic stops <br />• 11 people taken to jail <br />• 7 DWI arrests <br />• 15 drivers cited for DAR/DAS <br />• 5 vehicles towed <br /> <br />On January 15th, squads received multiple reports of an erratic driver that had driven <br />through multiple yards and caused damaged in multiple areas. The suspect vehicle was <br />located stuck on Long Lake. The male driver exited the vehicle and fled on foot. Officer <br />Nordus pursued on foot and was able to take the driver into custody. The driver smelled <br />strongly of alcohol and refused all tests. With the driver’s prior conviction for felony
