12

Monthly training of NSHM was held at the Vadnais Heights Fire Department. New
Brighton Deputy Fire Chief Brad Krebsbach led the instruction on the use of the team’s
large inventory of chemical detection equipment. NSHM includes members from New
Brighton, Saint Anthony, White Bear Lake, Falcon Heights, Vadnais Heights, and Lake
Johanna Fire Departments.

Officer Nerison attended “Influence without Authority at Century College.” The class
was focused on influencing peers, subordinates, and others without any type of power,
and using that influence to effect positive change in your organization.

Sgt. Singer attended a class sponsored by the BCA on Organizational Transformation.

X. OTHER ADMINISTRATIVE

This section will review the ongoing administrative issues and meetings during the
month. This includes meetings, policy issues, ordinance changes, and personnel issues.
And, this also includes meetings of a county wide, regional, and/or statewide basis on
public safety related issues.

The city council approved the purchase of three new squad cars; two of the vehicles will
replace existing patrol squads and the third will replace one of the squads in
investigations.

Public Safety held its third meeting of the New Brighton Police-Faith Community
Partnership, an initiative that was started at the beginning of last year to gather the leaders
of churches in this community to dialog with law enforcement leaders about the church-
state relationship. A few new faces were in the crowd, including a couple Pastors
representing Southeast Asian and Hispanic communities who worship in New Brighton.
Director Paetznick introduced Officer Matt Farmer as the inaugural agency liaison to
Faith Communities in our City and also invited willing participants the opportunity to
become internal Community Chaplains who would provide direct, proactive, spiritual
care for our Public Safety staff in a comprehensive wellness model. Future meetings will
likely occur quarterly and focus on specific issues that both church and state are currently
dealing with, like race and immigration, community engagement, etc. based on feedback
from the attendees. We were fortunate to have both Mayor Val Johnson and Public
Safety Commissioner Rob Boyd in attendance.

Community Partners with Youth (CPY) Executive Director, Mary Stewart, asked
Director Paetznick to speak about the impact of the organization on policing New
Brighton at the group’s annual fundraising luncheon at the Community Center on
Tuesday afternoon. He spoke about the 85% reduction in juvenile arrests since 1999,
from a high of 312 that year to only 50 by comparison in 2016.

On March 27, Public Safety held its quarterly meeting of all Police and Fire Supervisors,
a large group of 15 that includes Police Sergeants, Fire Captains, Deputy Fire Chiefs,
Deputy Directors, Office Supervisor and Director. Assistant City Manager, Devin
Massopust, was present to introduce himself to this leadership team. The group then
discussed community perception of the agency, participated in a tabletop exercise,
