4 <br />On April 17th, a white male suspect came into OMG and looked around the register. The <br />cashier asked if he wanted anything. He stated no then took the tip jar. He said "don't <br />say anything or I will shoot". The suspect left the store on foot. <br /> <br />On April 25th, squads responded on a domestic where a female half was not threatening <br />to harm herself with a knife. Officers learned the female was domesticating with her <br />husband and having a “breakdown”. She grabbed a knife and held it to her wrist <br />threatening to cut herself. An Emergency Transport Hold was placed on the female and <br />she was transported to the hospital for an evaluation. <br /> <br />On April 24th, New Brighton officers assisted the Mounds View Police Department with <br />a forced-entry, daytime, residential burglary. Officer BJ DeBoer located the suspect at a <br />nearby gas station and was able to arrest him without incident. <br /> <br />On April 27th, NBDPS responded on a confirmed working residential fire. There were <br />flames visible. NBFD extinguished the flames on the exterior of the residence. It is <br />believed the fire started on the exterior of the home and was believed to have been caused <br />by a cigarette. <br /> <br />On April 29th, Officer Farmer was on routine patrol. He stops a vehicle for an equipment <br />violation. The male passenger was acting suspicious while holding onto a backpack. The <br />back pack ended up having drug paraphernalia in it. The male then turned over more <br />drug paraphernalia. The male was asked to exit the vehicle. He complied then ended up <br />fleeing on foot. The male was caught, arrested and searched incident to arrest. During <br />the search, methamphetamine was found on his person. The male was booked for 5th <br />Degree Possession of a Controlled Substance. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation.
