5

III. TRAFFIC SAFETY

The following information contains summaries of significant traffic safety and traffic
enforcement incidents during the month.

On April 1st, Officer Kostohryz managed to arrest 2 parties for DWI. What makes this
more unique is that these arrests happened on day shift. Typically, day shift officers
don’t have the opportunity to make many DWI related arrests. This was very unusual to
get 2 in the same day shift. The 2nd DWI of the day for Officer Kostohryz resulted in an
enhanced DWI due to the driver having 2 children in the vehicle under 16 years of age.
A very nice job by Officer Kostohryz.

On April 3rd at approximately 5:30 pm, Officer Farmer responded on a complaint of a
possible intoxicated driver. The vehicle was found in the parking lot of the Eagles Club.
The driver, a 48 year old Fridley resident, was located inside the bar. She was obviously
extremely intoxicated. She refused field sobriety tests but provided a preliminary breath
test which showed a BAC of .267. She was arrested and brought back to the PD where
she refused to take the breath test. She was booked at the Ramsey County jail for 2nd
degree DWI and her vehicle was forfeited.

On April 3rd, Officer Kostohryz locates a vehicle showing the registered owner to have a
suspended driver license. When Officer Kostohryz stopped the vehicle, he observed the
driver (a 30 year old from Ramsey, MN) to be showing signs of impairment. The driver
was found to have been snorting Xanax earlier as well as having drug paraphernalia in
the vehicle. Officer Kostohyrz was able to get a search warrant signed or a blood draw.
Due to a previous DWI, the party was booked at the jail for 3rd Degree DWI.

On April 7th, Officer Farmer stops a suspicious vehicle and ends up arresting the 21 year
old passenger from Minneapolis for an Auto Theft warrant and the driver for Driving
Under the Influence of a Controlled Substance. Also located in the vehicle was a small
amount of methamphetamine and other drug related contraband. Both parties were
booked at the Ramsey County jail.

Saint Anthony Police hosted the TZD Hi-Viz DWI Saturation on Friday, April 7, 2017
from 7 p.m. to 3 a.m. Eighteen overtime funded officers and eight volunteer reserve
officers enforcement efforts yielded the following:

• 227 traffic stops
• 13 people taken to jail
• 10 DWI arrests
• 18 drivers cited for DAR/DAS
• 10 vehicles towed

Notes: Officer B. DeBoer arrested a 35 year old Roseville man for a 3rd degree Test
Refusal. Also, a Saint Anthony officer cited 4 of 9 drivers stopped for DAR/DAS
(Driving after Revocation or Suspension).
