Exterior Building Materials <br />Section 6-750 (2) outlines the exterior building material requirements for buildings constructed <br />within the NBE, New Brighton Exchange zoning district. This section requires a primary <br />building material to cover at least 60% of the façade, a secondary building material to cover no <br />more than 30% of the façade, and an accent material to cover no more than 10% of the façade. <br /> <br />The applicant proposes to construct the building with pre-cast concrete wall panels in two <br />different color schemes and metal and glass. The primary, secondary, and accent materials <br />breakdown is as follows: <br /> <br />Primary (pre-cast concrete) = 65% plus – depending on façade <br />Secondary (pre-cast concrete) = 10% plus – depending on facade <br />Accent (metal & glass) = 2% plus – depending on facade <br /> <br />This distribution of exterior materials and the use of two different pre-cast concrete panels as <br />primary and secondary materials will have to be an approved deviation through the PUD. This <br />was recognized when the decision was made to allow an industrial flex user instead of a <br />primarily office use. However, staff finds the use of two color schemes on the pre-cast concrete <br />panels, the blue accent walls, and the horizontal banding to be appropriate in terms of meeting <br />the intent of a primary and secondary exterior material. These elements provide enough <br />architectural interest, when combined with the glass and metal accents. <br /> <br />Interdepartmental Comments <br />The Public Works/Engineering and Public Safety Departments have all reviewed the plans and <br />provided comments. These comments are more technical in nature and have been made a <br />condition of approval. There will likely be future discussion between the applicant and these <br />departments to ensure both the applicant and City needs are met. It is unlikely any of these <br />comments will alter the Site Plan. <br /> <br />In summary, with recognition that several deviations from the requirements of the NBE, New <br />Brighton Exchange zoning district standards are proposed, all other site plan standards are <br />satisfactorily met. <br /> <br />PLANNED UNIT DEVELOPMENT (PUD) ANALYSIS <br />A PUD is requested as the proposed Site Plan does not conform to several sections of the NBE <br />zoning district. Even though deviations are requested through the PUD, the applicant is required <br />to meet the PUD standards and criteria (discussed below). The intent with the PUD is to allow <br />deviations from the minimum standards in the NBE, New Brighton Exchange zoning district, but <br />only for developments of a certain size and only subject to incorporation of pedestrian linkages <br />to neighboring developments and an enhanced landscape and streetscape plan. Additional <br />deviations are allowed but only when the applicant can demonstrate consistency with the City’s <br />Comprehensive Plan. <br /> <br />The following deviations from the NBE, New Brighton Exchange zoning district standards are <br />requested: <br />• Use of a higher percentage of non-office square footage (33% office / 66% testing & <br />certification vs. 100% office) <br />• Front/street yard building setbacks greater than 40’ <br />• Allowance of a one-story building instead of two stories
