Those standards are <br />discussed below (staff responses in italics): <br /> <br />(1) The minimum size for a planned unit development approved under this Article shall be four <br />acres of land area and 30,000 total square feet of gross floor area in the buildings included in the <br />planned unit development. <br /> <br />This standard is met. The total project area is 4.19 acres. <br /> <br />(2) The property to be included in the planned unit development shall be in single ownership or <br />under the management or supervision of a central authority, or otherwise subject to such <br />supervisory lease or ownership control as may be necessary to carry out the provisions of this <br />Article. <br /> <br />This standard is met. TUV SUD will own all on-site improvements. <br /> <br />(3) Uses permitted in a planned unit development shall be those permitted uses, accessory uses, <br />and uses by special permit that are allowed in the zoning classification of the land to be included <br />in the planned unit development. At the time of approval of a planned unit development, the <br />City Council may restrict or expand the uses that would otherwise be allowed in the District. <br /> <br />This standard is partially met, with deviations requested to permit testing and certification <br />space. The Building Type designation for this block within the NBE zoning district is B2, Office. <br />The applicant is proposing office, testing, and certification uses within the building. Specifically, <br />the request includes approximately 12,600 SF of office space, and 24,000 SF of testing and <br />certification space. The Economic Development Commission discussed the possibility of an <br />“industrial flex” user for Block D nearly two years ago and supported the idea based on the <br />truck terminal across 14th ST NW and the stronger industrial flex market. Staff finds the <br />proposed development plans are of sufficient quality to permit a deviation under the PUD for <br />this standard, allowing 24,000 SF of testing and certification square footage. <br /> <br />(4) A planned unit development shall conform to all applicable sections of Chapter 26 of the City <br />Code and to the Zoning Code except as hereinafter modified or exempted and any amendments <br />to said codes as will be adopted from time to time to better meet the stated purposes of the <br />Chapter. <br /> <br />This standard is met. Chapter 26 relates to platting requirements and a full plat analysis is <br />provided within this report. <br /> <br />(5) Nothing in this Article shall be construed to prohibit the approval of a planned unit <br />development having only a single building. <br />
