Performance Standard – Screening <br />Section 6-390(3) requires screening to be maintained by the property owner of a business when <br />adjacent to a residential district. The screening shall be plantings, fence or wall and “shall be <br />designed to reduce noise and prohibit eye-level vision from the residential land to the business <br />district”. The applicant’s proposed Site Plan depicts a 6’ high privacy fence along the north and <br />south proposed lines, abutting the residential uses to the north and south. Staff finds the <br />proposed fence to be in compliance with this standard. <br /> <br />Performance Standard – Exterior Materials <br />Section 6-390(12) states “the exterior treatment on the street side of the structure shall be brick, <br />stone, tilt-up slabs, architectural metal panels, decorative block, or the equivalent. The other <br />sides of the structure shall not be raw block”. The applicant’s proposed elevations and narrative <br />depict and describe the exterior materials to be reddish brick on all four sides with large <br />windows. A four-side brick structure is in compliance with the performance standard of Section <br />6-390(12). <br /> <br />During a staff-level development review meeting, the exterior of the structure was discussed, <br />with staff seeking clarification on the aesthetic of the building, inside and out. While the <br />applicant’s submitted plans meet the minimum standards of the Zoning Code, staff sought further <br />information from the applicant concerning the aesthetics. The applicant provided a supplemental <br />narrative (via an email dated 6/13/2017) that notes a desire to create an “authentic warehouse-ish <br />look with organic materials-reclaimed wood, steel, glass, concrete”. The supplemental narrative <br />includes pictures that give a conceptual feel, inside and out. More refined exterior and interior <br />plans would be developed later, if the proposed land use applications are approved. <br /> <br />Landscaping <br />Section 8-010(2)(C) lists minimum landscaping requirements for new developments. Per this <br />section, the following landscaping elements are required: <br />• 16 canopy trees – to be 50% coniferous, 50% deciduous – one coniferous and one <br />deciduous to be located in the boulevard <br />• 37 shrubs <br /> <br />The applicant’s proposed Landscape Plan depicts 18 new trees at a 50/50 split of deciduous and <br />coniferous. The applicant is also preserving 7 trees, which count as a maximum credit of 5 trees. <br />The proposed Landscape Plan also depicts 61 new shrubs. The remaining green spaces will be <br />seeded or sodded and irrigated. Based on the landscaping standards of Section 8-010(2)(C), the <br />applicant’s plan exceeds the minimum by five trees and 24 shrubs. <br /> <br />However, the location of the trees along the boulevard area need to be relocated west, outside the <br />roadway easement. With the revisions, the proposed Landscape Plan exceeds the minimum <br />standards of Section 8-010(2) (C). <br /> <br />Signage <br />The proposed plans do not depict any signage. The applicant would be permitted one ground <br />sign and one wall sign per Zoning Code Section 9-070. The applicant must apply for separate <br />Permanent Sign Permits and meet the requirements of Section 9-070. <br /> <br /> <br />
