Lighting <br />The applicant’s proposed Lighting Plan depicts eight wall-mounted sconce lights and three pole <br />lights. Section 11-010(6) requires the following: <br />• Site illumination shall not exceed .4 foot-candles at ground level when measured at an <br />adjoining residential property. <br />• Lighting shall be directed downward, and installed so as to prevent direct light from <br />being detectable at the lot line of the site on which the light source is located. <br />• Pole lighting shall be located within safety islands or around the perimeter of the parking <br />area. <br />• Lighting shall not shine directly into the public right-of-way or onto any residential use. <br /> <br />The applicant’s Lighting Plan depicts the pole lights within safety islands. However, a <br />Photometric Plan has not been submitted so staff cannot determine if the foot-candle maximum <br />of .4 is attainable. Based on the distance from the lights to the residential uses, it is likely this <br />standards is easily met, however a Photometric Plan must be submitted at the time of building <br />permit to confirm compliance with the lighting requirements of Section 11-010(6). <br /> <br />Public Safety Comments <br />Public Safety submitted a memo dated 6/6/2017. Police and fire have no objections to the <br />proposed land use requests. A concern was noted regarding visual obstruction that would impair <br />the ability of a driver to safely exit the parking lot. With the condition the boulevard landscaping <br />is moved west off the roadway easement area, this issue should be addressed. The other items <br />are minor and will be addressed at the time of building permit. Compliance with the items noted <br />in the memo is included in the approval conditions recommended by staff. <br /> <br />Public Works/Engineering Comments <br />The City Engineer reviewed the proposed plans. The applicant will have to submit a final <br />grading and utility plan, prepared by a Civil Engineer, at the time of building permit. The City <br />Engineer has noted the minimum requirements within the interoffice memo dated 6/15/2017, <br />which must be incorporated into the final civil plans. Beyond these technical comments, no <br />objections are noted. <br /> <br />Staff recommends approval of the Site Plan, subject to the conditions noted within the staff <br />recommendation. Additionally, all four land use applications must be approved or denied <br />collectively as any one request cannot be supported without the others. <br /> <br />STAFF RECOMMENDATION <br />Recommend the City Council approve the Rezoning, Comprehensive Plan Amendment and Site <br />Plan consistent with the submitted plans and subject to the following conditions: <br />1. Development of the property consistent with the plans attached to the Planning Report <br />dated 6/15/2017, unless otherwise noted for revision herein. <br />2. The requested Minor Subdivision is approved by the City Council. <br />3. Ramsey County approval of the new driveway access point to Cleveland Avenue. <br />4. Submittal of an approved Rice Creek Watershed District permit, should one be required. <br />5. Adjacent communities and school districts shall be provided 60 days to review the <br />request, unless a waiver is allowed by the Metropolitan Council. If a waiver is not <br />provided, the City Council shall not take final action until after the 60 days has elapsed. <br />6. Metropolitan Council approval of the Comprehensive Plan Amendment.
