<br />SITE CHARACTERISTICS <br />Location: 1168 Silver Lake Road <br />Lot Size: 1.13 Acres (47,916 SF) <br />Topography: Flat <br />Comprehensive Plan Designation: CB, Community Business <br />Zoning: B – 3, General Business <br />Surrounding Land Uses: <br /> North: Palmer Drive, Wells Fargo <br /> South: U-Haul <br /> East: Silver Lake Road, Cowboy Jacks <br /> West: New Brighton Ford (shared access), Innsbruck offices <br /> <br />SPECIAL USE PERMIT ANALYSIS <br />While the proposed plans illustrate numerous improvements proposed at 1168 Silver Lake Road, <br />including facades updates, ADA upgrades to sidewalks and parking stalls, and signage, the only <br />review necessary by the Planning Commission pertains to the drive-thru facility. <br /> <br />The applicant is proposing to reconstruct the drive-thru facility around the rear (west) end of the <br />existing restaurant. Zoning Code Section 11-020(10) states that drive-thru facilities require a <br />special use permit and must comply with the following standards (staff responses in italics): <br /> <br />A. The drive-thru facility does not negatively impact traffic on public rights-of-way. <br /> <br />Staff finds this criterion to be met. The drive-thru is around the rear of the building, near <br />a private, shared entrance with New Brighton Ford off Innsbruck Drive. Due to the <br />length of the lane, and the double ordering lanes, staff does not see any circumstances <br />where vehicles would stack into public rights-of-way. Further, staff is not aware of any <br />situations where this has occurred under the existing drive-thru configuration and the <br />proposed configuration offers slightly more stacking space for vehicles. <br /> <br />B. A stacking lane shall be provided with a minimum of four spaces per lane in addition to <br />the number of required parking spaces. <br /> <br />Staff finds this criterion to be met. Both ordering lanes provide more than four stacking <br />spaces on site, with even more stacking space into the shared entrance off Innsbruck <br />Drive, should that be needed. <br /> <br />C. The stacking lane shall be a minimum of twelve feet wide. <br /> <br />Staff finds this criterion is met. Both stacking lanes are 12’ in width. Once vehicles have <br />moved around the south side of the building, beyond the ordering menu boards, the lane <br />narrows to 10’, which is acceptable. <br /> <br />D. The vehicle stacking lane shall not extend beyond the street right-of-way line. <br />
