Staff finds this criterion to be met. The stacking lane is accommodated fully on-site. <br /> <br />E. The vehicle stacking lane shall be delineated so that vehicles waiting in line will not <br />unreasonably interfere with the primary driving, entrance, exit, and parking facilities on <br />site. Employee-only designated parking may be considered in an effort to comply with <br />this condition. <br /> <br />Staff finds this criterion to be met. With the drive-thru lane around the rear (west) and <br />side (south) sides of the building, it is separated from the primary parking areas, <br />entrance, and sidewalk to the restaurant, which are around the north side of the building. <br />There are parking stalls on the south side of the restaurant, but those are mainly for <br />employee parking or drive-thru customers waiting for orders. <br /> <br />F. Any pedestrian walkway that is adjacent to or crosses the stacking lane must be marked <br />and clearly indicated with signage or painted crosswalk. <br /> <br />Staff finds this criterion to be met. The drive-thru lane does not impact pedestrian <br />walkways nor does it interfere with crosswalks. <br /> <br />However, while not related to the drive-thru, staff would recommend the applicant <br />consider installing a sidewalk connection from the pedestrian ramp at the southwest <br />corner of Silver Lake Road and Innsbruck Drive, to the parking lot. This corner sees a <br />fair-amount of pedestrian traffic who are visiting the site but cross Silver Lake Road to <br />access the sidewalk on the east side of the road Thus, better access (besides across the <br />grass) would be a welcome improvement. This request is recommended by Planning, <br />Public Safety, and Engineering staff. <br /> <br />G. The drive-thru use may be limited so as not to unreasonably interfere with adjacent and <br />nearby uses. Limits of use may include, but is not limited to, prohibition of certain uses <br />that may be inappropriate due to their demand on parking and stacking needs, such as fast <br />food establishments. <br /> <br />Staff finds this criterion to be met. All adjacent uses are commercial, so the drive-thru <br />should not unreasonable interfere with these uses. Additionally, this drive-thru has <br />existed far before the Zoning Code required a special use permit, and staff is unaware of <br />any complaints regarding incompatibility of uses. <br /> <br />H. The following hours of operation shall be imposed: <br />1. For properties abutting R-1, R-1A and R-2: Sunday – Thursday 7:00 AM – 9:00 <br />PM and Friday – Saturday 7:00 AM – 10:00 PM. <br />2. For properties abutting all other zoning districts: Sunday – Thursday 6:00 AM – <br />11:00 PM and Friday – Saturday 6:00 AM – 12:00 PM. <br />The City Council may impose different hours of operation based upon specific <br />characteristics of adjacent and nearby uses. <br /> <br />Staff would not recommend imposing any hours of operation on the drive-thru based and
