3

The Commission asked if staff would look into options for dog parks.
Different options like hockey rinks; not just Hansen, but maybe Totem
Pole, the area in the Exchange that was set aside for a park and
public use, and then the County collaboration of the City and County
doing the dog park together looking for an area that could possibly be
a dog park.
It was mentioned the land next to the Maintenance Building that used
to be the Veterinary Clinic could be a possibility, although the
Community Development Department may not want anything to go in
there because it would discourage buyers. However, it could be a
location to look at.
Chair Kunesh-Podein stated that people are at the dog parks all the
time. She has never been to one when no one was there. Her
husband as a community of friends that he sees regularly at the
Columbia Heights park and then a different set at the Shoreview site.
It is a very relaxing, social time, and you are able to see all kinds of
cute dogs. Only once or twice has she seen any aggressive behavior
by the dogs. The dog owners stopped the behavior right away. It also
provides a great way to exercise your dog and get them socialized
with other dogs.
Creekview Park is another park that comes to mind. There are
houses, but not close. However, there is no parking there.

Council Member Burg stated the Department is short-staffed, so giving
them a couple months to prepare this info may be needed.

B. Outdoor Pickleball Courts/Hidden Oaks – Memo
1. Outdoor Pickleball Courts/Hidden Oaks - Power Point
Assistant Director of Parks and Recreation, Jason Hicks, stated this
discussion started at the November meeting. At that meeting Mark Reker, a
local pickleball enthusiast, met with us and gave some background on
pickleball and asked staff to research options for pickleball and bring it
back to PREC. Staff has researched this and believes that Hidden Oaks is
the best location for dedicated outdoor pickleball courts with a large parking
lot, two court tennis surface that could be transformed into a 6 court
pickleball surface. The changeover to pickleball courts would mean that
the two tennis courts would no longer be there. Estimated cost is around
$205,000. Currently replacement courts are scheduled for 2022 from the
Pavement Management Plan. The total amount needed for the courts is
currently not there. To pursue this now, additional funding sources would
need to be researched.

Commissioner Brunell has a different view. He looked at Silver Oaks which
is scheduled this summer for update and he believes it is a better idea to
put the pickleball courts there. He was hoping 3 pickleball courts could go
in there. Why tear the Hidden Oaks courts up 5 years before they are
scheduled to be torn up. Silver Oaks has a parking area. If the re were 3
courts at Silver Oaks that would mean 12 people could be playing, while
another 12 are waiting. He would much rather see it at Silver Oaks, than
Hidden Oaks.
