<br /> <br />6 <br /> <br />Commissioner Fynewever inquired how the Lyft and Uber inspections would impact the business. Mr. <br />Burr’s future site manager described the number of cars that would come through the site on Monday, <br />Wednesday and Friday. He noted the inspection would take 10 to 15 minutes to complete. <br />Commissioner Frush questioned how the nine parking spaces in the back of the building would be <br />utilized. Mr. Burrs stated this parking would be used for repair shop car storage. He noted this was a <br />more secure location for cars awaiting service. He provided further comment on how the parking <br />spaces in the front of the building would be used for auto sales. <br />Chairperson Nichols-Matkaiti opened the Public Hearing at 8:23 p.m. <br />Gerry Graham, Carriage Oaks Townhome residents, expressed concern about the increased traffic and <br />number of cars that were parked at this property. She explained this property was very crowded. <br />Sharon Pelon, Carriage Oaks Townhome resident, stated the noise level has always been a co ncern on <br />Highway 8, along with the traffic. She explained she had called the City because this property looked <br />like a junk yard. She indicated she did not want any more traffic or dust generated from this property. <br />She feared how the auto repair and inspection business would impact the surrounding residents. <br />Mr. Burrs commented the parking on the property at this time was a concern and stated the <br />congestion on this site would be addressed. He explained as a business owner he would like to get as <br />many cars through his business on a daily basis. He reported that the majority of the dust was being <br />raised by the semis that were visiting Arnel Oil. He provided further comment on the improvements <br />he was making to the interior and exterior of the building. <br />Ms. Graham asked how many vehicles could park along Highway 8 and the south side of the lot. City <br />Planner Gozola reviewed the site plan and noted the number of cars that could be parked on the site. <br />He explained six cars could be parked in the front of the building. <br />Motion by Commissioner McQuillan, seconded by Commissioner Murphy to close the Public Hearing <br />at 8:31 p.m. <br />Approved 7-0. <br />Commissioner Biedenfeld asked how the drive aisle would be kept free and clear. City Planner Gozola <br />suggested the diagonal parking be shifted the other direction, along with the one -way behind the <br />building in order to accommodate adequate drive aisles. <br />Commissioner Biedenfeld questioned where customer drop off vehicles would be located. City Planner <br />Gozola explained the applicant could determine where the designated parking spaces would be. He <br />stated staff supports these spaces being located behind the building as this would keep the cars off of <br />Old Highway 8. <br />Commissioner Frush inquired how the applicant defined a temporary drop off. City Planner Gozola <br />explained a one-hour time limit was recommended within the Conditions for approval. Mr. Burrs <br />requested vehicles be allowed to be dropped off overnight and be parked in front of the building.
