7

Commissioner Fynewever questioned if cars could be parked in front of the bays. City Planner Gozola
reported this would not be allowed because safe drive aisles would have to remain in place.
Chairperson Nichols-Matkaiti encouraged the neighbors to be vigilant and to report when too many
cars were parked to the front of this business. She noted the City was very responsive to citizen
concerns. She suggested a Condition addressing noise be considered and that the applicant be
required to have the front bay doors closed at all times during business hours.
Commissioner Fynewever stated that even though the Commission was offering some suggestions or
push back on the business, she wanted Mr. Burrs to know that New Brighton was very appreciative of
the business.
Commissioner Biedenfeld agreed with this statement stating the Commission was working to create a
cohesive blend between the business and the adjacent residential property.
Chairperson Nichols-Matkaiti asked if this item could move forward or if it should be tabled to allow for
the parking concerns to be further addressed by staff and the applicant.
Mr. Burrs requested the Commission take action on this item and noted he would work with City staff
to address the parking concerns.
Commissioner Frischman supported moving this item forward to the City Council with limitations.
Commissioner McQuillan stated the only matter that was of concern at this time was how the
applicant would use the parking spaces and where the overnight drop off parking spaces would be
located. Mr. Burrs indicated he would support moving one auto sales space to the rear of the building
in order to allow for two overnight parking spaces to be located at the front of the building.
Chairperson Nichols-Matkaiti recommended the “one-hour” time limitation be changed to “one-hour
during business hours”. City Planner Gozola stated he supported this change.
Commissioner Biedenfeld indicated he was pleased that the resident’s concerns would be addressed
through the proposed site plan and conditions for approval.
Chairperson Nichols-Matkaiti asked if the Commission supported requiring the bay doors to remain
closed during business hours.
Commissioner McQuillan stated this may be difficult for the workers during the summer months. Mr.
Burrs explained he could have the bay doors closed after 7:00 p.m.
City Planner Gozola asked how the Commission wanted to address the 581 Old Highway 8 site. He
explained the Commission could condition the issuance of the SUP at 383 with the withdrawal of the
SUP for the property at 581. The Commission was not concerned with this matter.
Chairperson Nichols-Matkaiti summarized the changes that were being proposed for the conditions of
approval.
