New Brighton Community Center
Water Treatment Plant #1

Director Schlichting commented the power purchase payments on the updated cash flows are
using 2019 energy rates. We have still calculated the payments to be an approximate 20%
discount on the energy. Staff provided further comment on possible projects and noted a
representative from iDEAL Energies was at the meeting.

Braeden Solon, iDEAL Energies, provided the Commission with a presentation on his company
and the options available to the City of New Brighton. He discussed the options available for
each building the City owns and reviewed the economics of each project. He reported the City
would receive energy savings starting at Day 1. He reviewed several photos of solar arrays. The
energy savings to the City were described along with how a solar array project could be financed
through tax credits, rebates and other incentive programs. He explained now was the ideal time
to pursue solar energy given the high level of tax credits that were available and the price for
solar panels had plateaued.

Discussion included:
Funding options were described in detail with the Commission, along with the
application deadline.
The cost of the solar array systems was reviewed. It was noted the City would have
no up-front costs and would be saving approximately 20% on its energy costs.
The energy efficiency of the solar panels was discussed.
The routine maintenance provided by iDEAL to the solar arrays was described along
with how snow would be managed in the winter months.
It was noted the City would need to have insurance on the solar arrays.

Motion by Zach Johnson, seconded by Fields to direct staff to work with iDEAL Energies on
a contract and submission to Xcel Energy for a solar array with 2018 rebates. Motion carried
7-0-1 (McEathron abstained).

B. Presentation on Recreation Programs – Pat Tuma, Recreation Supervisor

Recreation Supervisor Tuma provided the Commission with a presentation on the recreation
programs currently being offered by the City. She discussed the importance of recreating
and being active in order to maintain one’s health. She commented further on the youth
activities, teen and adult interests and adult sports currently being programmed by New
Brighton. She reported kids dance, gymnastic and martial arts classes were highly successful
each year and noted over 200 children participated in each of these programs in 2018. The
success of the Ed-Ventures summer care program was discussed, along with the fun that was
had by the 4th and 5th graders that participated in track and field. Further discussion ensued
regarding the seasonal programs offered by the City. She thanked Mary Millett for her
assistance over the past three years for growing the City’s pickleball program.

Discussion included:
Further information was provided on sampler classes that were offered by the City.
The programming scheduled at Lions Park was reviewed.
The Commission discussed the benefits of the programs being offered to the
community.
