Minor Subdivision, SUP, and Site Plan Review; Silver Lake Smile
City Council Report; 8-28-18

Page 11
Lighting:  No new streetlights are required as part of this subdivision or development.
 In total, two (2) light poles are proposed on the perimeter of the parking area as
required, three (3) lights are proposed on the building, and six (6) lights are
proposed on the screen/false wall. All lighting shall be down-directional.
 The provided lighting plan shows the proposed parking lot lighting will conform
with code requirements for illumination at the proposed property lines (max
allowed is 0.4, and the max proposed is 0.2). While conforming, staff still
encourages the applicant to install additional screening measures (if possible) to
limit light spill over to the north.
 Lighting is not to shine directly into the public right-of-way or onto any residential
use. As a condition of the SUP, the applicant shall be required to correct any
lighting problems that are identified following construction.
 Lighting with an illumination of 0.5 foot candle is provided along all walkways
internal to the site as required.

Signage  All site signage will need to acquire the appropriate permit(s) and must conform to
code requirements in place at the time of the sign permit request.
 Currently the applicant is envisioning three signs: two facing Palmer Drive (one
for the Dental business and one for the possible tenant), and one facing east for the
possible tenant (see pg 7 for elevation drawings showing signs).

Parking:

 Because only a portion of the building is proposed to be used upon opening and we
do not know the secondary tenant, staff’s analysis on parking assumes the entire
building will be used for the dental practice at some point in the future.
 IF the owner seeks to rent out the tenant space to another user, they must first
consult with the City on the proposed use so we can determine if minimum parking
standards are met.
 Per the computing requirements in Section 11-030(1) of the zoning code, the
applicant is required to provide a minimum of 14 parking spaces for the dental
clinic.
[(3168 sq ft * 1) – 316.8 sq ft] / 200 = 14.25 = 14 required spaces
The site plan proposes 14 total parking spaces: 12 standard parking stalls
[currently shown at approximately 9’ x 18’ in accordance with Section 11-020(7)],
and two handicapped stalls with accessible aisles.
 An additional seven (7) shared parking spaces have been negotiated with The
Garage property. These spaces will be used by the dental clinic employees.
 Proposed striping will meet the City’s minimum 4” wide requirement.
