Schlangen volunteered to reach out to the Mounds View and St. Anthony School Districts
inviting them to have art at City Hall.

Allen asked if CTV would be going away. Massopust reported CTV would not be going
away.

Fynewever thanked the Task Force members for their input and noted the information
discussed this evening would be passed along to the City Council.

C. City Resources

Fynewever asked how the City Resources should be presented to the City Council.
Discussion ensued regarding the differences between the resources provided by the YWCA
and the Department of Justice.

D. Hiring Practices Overview

Massopust commented on the City’s current hiring practice. He reported all cities were
addressing this issue in order to create a more diverse workforce. He explained all municipal
job openings were posted on the League of Minnesota Cities website. He indicated the City
had to ensure its job postings were being viewed by a diverse group of individuals and
commented on how all posts on the League of Minnesota City site were now also being
posted to other job sites. He provided further comment on how applications are scored and
described the interview process that was followed by staff.

Fynewever asked if New Brighton allowed for work experience to meet position
qualifications. Massopust stated this was not the case. He reported all minimum and desired
qualifications were listed within each job posting.

Luong questioned if anyone on staff was formally trained to interview job candidates.
Massopust explained those sitting on panels were not formally trained but had the experience
with interviews.

Luong commented further on implicit bias and how proper training would benefit those
serving on an interview panel.

Fynewever supported this recommendation and encouraged the City to consider creating a
working environment where minorities could thrive.

McQuillan discussed how the workforce has changed over the past 40 years.

Fynewever asked if the City had any internships or volunteer programs with the local schools
or colleges. Massopust explained the Public Safety Department had a successful reserve
program. He reported the City did not have any internships at this time, but noted the Parks
Department has been discussing this type of program. He requested direction from the group
on how to measure success in this area.
