5

On 12/31/3017 at noon, officers responded to the 500 block of 3rd Avenue NW on the
report of a female that had just flagged down the caller and said to call 911, but did not
give any further information. The female was holding a large 6-8” knife and was only
wearing a nightgown. When officers arrived they observed the male chasing the female
through front yards and then he tackled the female into the snow. They were observed
fighting over the large knife. Officers used verbal commands and pointed a Taser in the
direction of the male who was on top of the female. He was taken into custody without
further incident. It was determined that the male had physically assaulted the female and
she had grabbed a knife in self-defense. The male was booked into the Ramsey County
Jail on charges of 5th Degree Domestic Assault.

II. USE OF FORCE BY POLICE OFFICERS

It is the policy of the New Brighton Department of Public Safety that officers exert no
more force than is reasonably necessary in the discharge of their licensed duty, and that
the use of deadly force is consistent with the law, training and our general orders.

This section contains summary data of the use of force used by our police officers. A
Police Use of Force Report is completed by officers each time force or restraint is used in
the performance of their duties. This does not include the use of handcuffs during an
arrest or detention situation. Each Police Use of Force Report is reviewed by patrol
supervisors to ensure compliance with New Brighton’s Use of Force Policy.

YEAR MONTH YEAR TO DATE
2017 4 48
2016 0 35
2015 3 70
2014 3 73
2013 5 51

III.
