5 <br />On January 27, Officer Kostohryz attempted to stop a vehicle shortly before midnight for <br />speeding and failure to maintain lane on I-694 at Long Lake Road. The driver failed to <br />stop and a pursuit was initiated, with the driver exiting the freeway on Highway <br />65/Central Avenue and turning onto a nearby dead-end residential street. The vehicle <br />eventually hit a fence and got the stuck in snow. The driver then fled on foot with <br />Officer Kostohryz in pursuit. A Taser was used to effect the arrest. A search of the <br />vehicle revealed approximately 1/4 pound of marijuana. The driver was booked at <br />Ramsey County Jail for Fleeing Police in Motor Vehicle and Felony Violation of <br />Controlled Substance Laws. <br /> <br />On January 29, Officer Nordhus stops a vehicle for a traffic violation. When Officer <br />Nordhus walks up to the vehicle, he observes a handgun with a loaded magazine in plain <br />view in the vehicle. The driver did not have a permit to carry. He was booked for <br />Possession of a Firearm without a Permit. <br /> <br />On January 30, day shift officers took three motor vehicle theft reports from three <br />different areas in the city. <br /> <br />On January 30th about 9:45 pm, DWI Officer Farmer stopped a vehicle for an equipment <br />violation and found the vehicle occupied by five juveniles and the odor of marijuana <br />emanating from the car. A 17-year old male was found to be in possession of a Taurus <br />TCP handgun that he had concealed in his underwear. He was placed at the Ramsey <br />County Juvenile Detention Center for the offense. <br /> <br />On January 30, Officers found a 24-year old male passed out in the hallway of an <br />apartment building. He was displaying shallow breathing which on scene officers <br />believed was a possible overdose. Officers Amberg and Semanko wake the male with a <br />sternum rub. When they ask the male for his name, he attempts to flee and fight with <br />officers. The party is taken to the ground and handcuffed. He is turned over to Allina <br />due to overdose concerns. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation. Each Police Use of Force Report is reviewed by patrol <br />supervisors to ensure compliance with New Brighton’s Use of Force Policy. <br /> <br /> <br /> <br /> <br /> <br />
