8 <br />On Thursday, January 11th around 2:45pm, Community Engagement Officer Brad <br />Krebsbach witnessed a vehicle spinout in the 1900 block of Old Highway 8 NW that <br />ended with the car off the roadway. Contact was made with the driver who displayed <br />signs of intoxication and failed field sobriety tests. His breath alcohol concentration <br />measured .27, more than three-times the legal limit. He was charged with First Degree <br />DWI (felony) which was based on two previous impaired driving convictions and booked <br />at the jail. His vehicle was held for forfeiture. <br /> <br />On January 20 at about 1:30am, an officer stopped a vehicle for swerving over the <br />centerline on Silver Lake Road at Hamilton Court. The driver had a revoked license and <br />admitted to drinking. She failed field sobriety tests and had a measured breath alcohol <br />concentration (BAC) of .20, more than twice the legal limit. She was charged with 2nd <br />Degree DWI and her vehicle held for forfeiture. <br /> <br />On January 20, both Officer Farmer and Officer Semanko arrested separate impaired <br />drivers which resulted in both parties being charged with 3rd degree DWI. <br /> <br />On Monday, January 22 at about 1am, an officer stopped a vehicle after witnessing the <br />driver cross over the line on Silver Lake Road. The driver eventually pulled into the <br />parking lot of Cowboy Jack’s. The officer observed signs of intoxication and the driver <br />failed field sobriety tests. She was arrested for DWI and measured .15 BAC. She was <br />booked at the Ramsey County Jail for 4th Degree DWI. <br /> <br />Sgt. Burt Emerson stopped a vehicle for driving conduct about 7:15pm on Saturday, <br />January 27, and found the driver to be under the influence of alcohol. The driver failed <br />field sobriety tests and was arrested for DWI. He submitted to an evidentiary test that <br />reported a .24 breath alcohol concentration, three-times the legal limit. He was booked at <br />the Ramsey County Jail for 3rd Degree DWI. <br /> <br />On January 28th, Officer Kostohryz conducts a traffic stops on a vehicle. The driver <br />showed signs of impairment and smelled of alcohol. The driver failed field sobriety tests. <br />The driver was arrested for DWI. The driver submits to a breath test which reveals a <br />BAC of .19. The driver is booked at Ramsey County LEC for 2nd degree DWI. Her <br />vehicle was towed and held pending forfeiture. <br /> <br />IV. CRIMINAL INVESTIGATIVE SECTION (CIS), SCHOOL <br />RESOURCE OFFICER (SRO) and VIOLENT CRIME ENFORCEMENT <br />TEAM (VCET) ACTIVITY <br /> <br />This section contains information regarding the Criminal Investigative Section <br />(Detectives) and our School Resource Officers (Irondale, Highview, the Elementary <br />Schools/ Area Learning Center) and the member of the Ramsey County Violent Crime <br />Enforcement Team (VCET). This includes summary data of investigations and <br />clearances by the Criminal Investigative Section. <br /> <br />On January 2, Detective Lochen signed a complaint against a 26-year old Minneapolis <br />man for Possessing Methamphetamine. The charges carries a maximum sentence of 5 <br />years and/or a $10,000 fine. <br />
