35 <br /> <br />“General Prohibitions: <br /> <br />All users of the City’s IT system, including internet, intranet, and e-mail, are strictly prohibited from transmit- <br />ting, accessing, or unwillingly receiving material of the following nature: <br />• Illegal, criminal, or unethical activities; <br />• Items sold on the internet for personal profit; <br />• Threatening, intolerant, hateful, violent or harassing material <br />• Pornographic, obscene, offensive, sexually explicit or tasteless material; <br />• Mass mailed jokes and other chain letters; <br />• Playing games, gambling, wagering, or selling chances; <br />• Fund-raising or charitable solicitations, except for City approved activities; <br />• Unauthorized software programs or executables <br />• Non-business audio, video or image files, copyrighted material, or large data files not directly related <br />to City business; <br />• Political or religious promotion; <br />• Access resulting in unauthorized expense to the City; <br />• Activities that interfere with or disrupt network users, services or equipment, including mass distribu- <br />tion of messages, intentional distribution of viruses, or seeking unauthorized access to other computers <br />or systems; <br />• Non-business related chat or instant text messaging; <br />• Unauthorized proxies, or peer-to-peer networking. <br />• Any other public office or employment which is incompatible with City employment responsibilities, <br />as determined by the City Manager. <br /> It is prohibited to use another employee’s computer without that employee’s permission.” (P. 144) <br /> <br />In general, city-owned IT property and equipment are to be used for official city business only. However there <br />are exceptions to this rule as the City of New Brighton offers users the privilege of limited personal use of its <br />technology with the following guidelines: <br /> Only city users—not children or family members—are allowed to use city-owned equipment. <br /> Loss of personal files for any reason is not the responsibility of the city. <br /> <br />Non city-owned equipment, such as personal cell phones, laptops etc, may be used to access commission pack- <br />ets etc; however, commissioners who voluntarily choose to use their personal electronic equipment to conduct <br />city business must maintain data related to city business in accordance with the MN Government Data Practic- <br />es Act and General Record Retention Schedule for MN Cities. They may be required to submit information in- <br />cluding but not limited to text messages, digital images, emails etc to the city upon request, even if the device <br />contains both personal and/or professional content as well as data related to city business.
