4 <br />On the morning of July 19th, officer responded to Lions Park on report of a male with no <br />pants on who had approached the caller and their 2-year-old child. The complainant <br />reported that the man was wearing boxer shorts and a t-shirt. The call was received about <br />20 minutes after the incident occurred. An area check for the suspect was unsuccessful. <br />Around 3:20am on Tuesday, July 24th, officers responded to a burglary in progess at <br />Limu Coffee. Employees of Donatelle Plastics reported that two males had broken into <br />the nearby coffee shop and fled in a white SUV southbound on I-35W. Area checks for <br />the vehicle were unsuccessful. The store owner reported that the cash register and safe <br />were missing from the business. Around 5:30am, an employee of the Bru House reported <br />that their coffee shop had also been burglarized in a similar manner with the cash register <br />missing. <br /> <br />On July 20th, an officer took a report from a party who met an unknown person on a <br />dating website. The complainant then made an inappropriate video of himself on Skpe. <br />The complainant states he is now being extorted for $200.00 or the video he made will be <br />sent to his employer. The investigation is on-going. <br /> <br />On July 24th, both Limu Coffee and The Bru House were burglarized. In both cases, <br />windows were smashed to gain entry. In both cases a cash register was taken and a safe <br />from Limu. <br /> <br />On July 25th, New Brighton squads assisted Mounds View Police with locating a suspect <br />who had shot another person in their city. Officer Xiong observed the suspect vehicle <br />southbound 35W from Hwy 96. A high risk felony stop was executed and Officers were <br />able to take the suspect into custody without incident. Officers observed a 9 MM <br />handgun and suspected marijuana inside the vehicle. Officers turned the custody of the <br />vehicle and suspect over to Mounds View PD. <br /> <br />On July 27th, 2 parties attempted to pass counterfeit $50 bills at Beisswenger’s Hardware. <br />One party was taken into custody as he tried to flee the area and the other had fled prior <br />to arrival of squads. The investigation is on-going. <br /> <br />On July 28th, New Brighton squads responded on a report of strong armed robbery. The <br />complainant stated that an employee of the business was assaulted after a group of black <br />males stole items from the business. The complainant gave a description of the vehicle <br />and license plate. The vehicle was located and a felony stop was conducted. Six <br />passengers were taken into custody. The victim was checked by paramedics. The victim <br />identified suspects via a show-up. Surveillance video showed the entire incident and <br />positively identified the suspects. The suspects were interviewed. Two uninvolved adult <br />females were released. An adult male was booked at the Ramsey County LEC for Simple <br />Robbery. Three juvenile males were booked at the Ramsey County JDC for Simple <br />Robbery. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our policy. <br />
