3
the floor and very intoxicated. Allina transported the victim to the hospital.

On August 13th, officers received notification from the FBI that Northeast Bank had
received an email threat against an unspecified branch location that spoke of an alleged
robbery that would occur at noon. Uniformed officers were deployed to the New
Brighton branch but officers did not encounter anything unusual. The FBI is following-
up on the email threat.

On August 13th, Officers responded to an out-of-control male in the 800 block of 9th
Avenue NW. Officers on scene found the suspect hiding in a closet. Routine checks
revealed that he had an active felony warrant for his arrest. He was booked at the
Ramsey County Jail.

In two separate incidents during the day shift on August 13th, residents found young
children wandering in two different neighborhoods without supervision. In the first case,
a two-year-old was found walking down the street. In the second incident, a three-year-
old autistic child had wandered from home but was quickly reunited with family after a
neighbor found the child. Officers interviewed the parents of both children regarding the
incidents.

On August 14th, a resident in the 600 block of Searles Street reported being awoken by
his dog around 2am. The homeowner checked the main floor of the residence but noticed
nothing unusual. In the morning around 7am, he found his basement sliding glass door
open and footprints on the floor. He believes that he left the door unlocked and someone
entered the home, but was scared away by the dog. Nothing appeared missing or
disturbed in the residence.

On August 14th, Officer Cody Amberg was responding with lights and siren activated to
a reported alarm. He observed a motorcycle traveling in front of him at a high rate of
speed, with the driver turning around to look at the squad. The motorcyclist went
through a red light and began weaving through traffic. Realizing that the driver appeared
to be fleeing from him (even though he was not in pursuit), Officer Amberg deactivated
his siren, but the motorcyclist again went through another red light. The driver swerved
to avoid hitting a vehicle in the intersection and locked up his brake, causing him to crash
into the median. The motorcyclist got up from the crash and started jogging away from
the scene but soon collapsed on the ground and stated that he was done running.
Although the driver claimed not to be injured and stated that he would be fine, Officer
Amberg requested an ambulance and the suspect was transported to Regions Hospital for
evaluation. The driver stated that he had fled because he thought his license was
suspended (it was revoked) and he did not have insurance on the motorcycle. The
suspect was arrested and booked at the Ramsey County Jail for Fleeing Police in a Motor
Vehicle, and the motorcycle was held for forfeiture.

Shortly before 1am on Wednesday, August 15th, New Brighton officers assisted
members of the MN DOC Fugitive Apprehension unit with taking into custody a parole
violator at an apartment in the 200 block of Silver Lake Road. The suspect was on
release for a 3rd degree criminal sexual conduct conviction.
