5 <br />odor of unburned marijuana coming from vehicle. The officer observed a pistol in <br />occupant's left pants pocket, where the occupant had placed his hand. He was placed in <br />custody at gunpoint and a KAHR 9mm removed from his person. A marijuana blunt was <br />located under driver's seat. The driver had a permit to carry but violated the provisions <br />by possessing the marijuana. He was cited for the offense. <br /> <br />Around 9:30pm on October 28, officers located an occupied stolen vehicle in the parking <br />lot of the gas station at 201 5th Street NW. The driver complied with officer commands <br />but the suspect passenger fled on foot. He was eventually taken into custody on the <br />southbound entrance ramp to I-35W following an unsuccessful Taser deployment. <br />During the chase, an officer cut his hand while climbing a fence and also suffered an <br />ankle injury. A female passenger inside the stolen vehicle was found to be in possession <br />of suspected methamphetamine. Officers also found a loaded shotgun underneath the <br />passenger seat of the vehicle. All three suspects were interviewed and booked at the <br />Ramsey County Jail for charges including possession of stolen property, felon in <br />possession of a firearm, possession of controlled substance, and outstanding warrants. <br /> <br />II. USE OF FORCE BY POLICE OFFICERS <br /> <br />It is the policy of the New Brighton Department of Public Safety that officers exert no <br />more force than is reasonably necessary in the discharge of their licensed duty, and that <br />the use of deadly force is consistent with the law, training and our general orders. <br /> <br />This section contains summary data of the use of force used by our police officers. A <br />Police Use of Force Report is completed by officers each time force or restraint is used in <br />the performance of their duties. This does not include the use of handcuffs during an <br />arrest or detention situation.
