4 <br />On September 20, two different residents reported receiving a phone call from an <br />unknown male claiming to be a representative of the power company. Both were told <br />that their electricity would be turned off unless they electronically transferred money <br />ASAP. The potential victims recognized the scam and no money was exchanged. <br /> <br />Shortly after 10pm on September 20, officers responded to a domestic disturbance at the <br />Hillside East Apartments where a gun was implied. The initial suspect fled on foot and a <br />perimeter was established by responding officers. A second suspect was detained and <br />arrested for possession of marijuana and a handgun. Meanwhile, the first suspect and a <br />third suspect fled the scene in a vehicle that was pursued by police. The driver eventually <br />stopped and was arrested but the third suspect fled on foot until he was apprehended by a <br />police canine. Felony charges of Terroristic Threats, Fleeing Police in a Motor Vehicle, <br />and Ineligible Possession of a Firearm were filed against the suspects. <br /> <br />On September 21, squads responded to Cowboy Jacks on a party sleeping in the back of a <br />truck. The male kicked the window out of his topper and showed signs of heavy <br />intoxication. Allina medics responded and an Emergency Medical Hold was signed on <br />the intoxicated party. He was transported to the hospital. <br /> <br />Around 1pm on September 22, squads were notified of an abandoned jet ski in the reeds <br />on the northeast side of Long Lake. With assistance from the Ramsey County Sheriff’s <br />Office Water Patrol, the unit was towed to the boat launch and its ownership determined. <br />The craft had floated off the lift of a resident on the lake and he was unaware it was <br />missing. The grateful owner responded and claimed the jet ski. <br /> <br />On September 23, a resident in the 2900 block of Innsbruck Drive reported a suspicious <br />person in the neighborhood. The officers identified the individual and determined that he <br />had two active felony warrants for motor vehicle theft and fleeing police in a motor <br />vehicle. He was arrested and booked at the Ramsey County Jail. <br /> <br />On September 23, Officers were dispatched to an assault. The caller advised he was the <br />limousine driver for a group of intoxicated males, who assaulted him, then took a female <br />out of the caller’s limo and brought her inside the house. The caller advised the female <br />was screaming from inside the house. Upon arrival, the caller was frantic and stated the <br />female was forcibly taken out of his limo and dragged into the house. The officer met <br />with the homeowner, who had a birthday bash with friends and rented the limo. The <br />officers received clarification of situation and allowed Officers into the residence. The <br />female half was fine sitting on the couch and accompanied by one of the homeowners <br />female friends. The officers later discovered the limo driver met the female earlier that <br />night and invited her into the limo. There were no signs that an assault occurred to either <br />the limo driver or the female. The female half was transported home. The limo driver left <br />the scene without any further incident. <br /> <br />On September 24, Officers responded to an unconscious male passenger in a taxi cab. <br />The male was obviously intoxicated and unable to be awoken. A preliminary breath test <br />taken on exhalation reported an alcohol concentration greater than .40, or five-times the <br />legal limit. Allina paramedics transported the male to the hospital for evaluation. <br /> <br />
