<br /> <br />3 <br /> <br /> <br /> <br />Motion by Commissioner Jones to approve staff recommendation as amended. <br /> <br />Motion failed for lack of a second. <br /> <br /> <br />Motion by Commissioner Danger, seconded by Commissioner Murphy, to approve staff recommendation <br />as presented. <br /> <br />Approved 6-0. <br /> <br />(B) John Maravelas of Fit 4 Life requests a Special Use Permit to allow operation of an indoor <br />fitness boot camp at 1775 Old Highway 8 NW. <br /> <br />Planning Director Janice Gundlach reported the applicant is requesting a Special Use Permit to allow operation <br />of an indoor fitness facility at 1775 Old Highway 8 NW, Suite 111. This property is zoned I-1, Light Industrial <br />and indoor fitness facilities are not listed as permitted uses in this district. Zoning Code Section 6-050 (2) <br />allows consideration of a Special Use Permit for uses not otherwise allowed, except residential, and as long as <br />the use is not considered heavy industrial. Staff finds the applicants proposed use of an indoor fitness facility is <br />an allowable special use request. <br /> <br />Planning Director Gundlach stated this existing space at 1775 Old Highway 8 NW, Suite 111 is currently being <br />occupied by TUV SUD America Inc., who has constructed a building in New Brighton Exchange and will be <br />relocating business to that building very soon. In order to move into this existing space, the applicant will install <br />several walls to insulate workout spaces from other uses in the building and utilize existing spaces for office, a <br />break room, trainer work spaces, individual consultation and nutrition appointments, and bathrooms. The <br />applicant will create a “main workout space” and a “personal training and yoga space” as illustrated on the <br />attached floor plan. <br /> <br />Planning Director Gundlach explained Fit 4 Life has been in operation for five years. The existing location is in <br />Circle Pines, also in a space currently located in a light industrial zoning district. Fit 4 Life provides indoor <br />fitness boot camp, with training consisting mainly of body weight exercises via TRX or suspension trainers, <br />resistance bands and weighted sandbags and medicine balls. Staff recommends approval of the Special Use <br />Permit as requested and subject to implementation of an AED device on the premises <br /> <br />Commissioner Fynewever asked how many suites were in this building. Planning Director Gundlach could not <br />say for certain, but estimated 23 based on the mailing list for mapping data the City uses. <br /> <br />Commissioner Danger questioned what the hours of operation would be. John Maravelas, Fit 4 Life, stated he <br />offers group fitness classes and the first session begins at 6:00 a.m. He stated other classes are held at 9:30 a.m. <br />and then again after the work day at 4:15 p.m. and run through the evening. <br /> <br />Commissioner Danger inquired how many parking spaces would be necessary for these classes. Mr. Maravelas <br />stated he has a range of eight to 15 people attending his classes in Circle Pines. He reported the owner of the <br />property has allotted him 40 to 50 parking spaces. <br />
